The Standing Committee on Aboriginal Affairs and Northern Development met at 8:48 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Stella Ambler, Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Carol Hughes, Brent Rathgeber, Kyle Seeback and Chris Warkentin.

 

Acting Members present: Dean Del Mastro for Greg Rickford, Irene Mathyssen for Carol Hughes and Hon. Rob Moore for Stella Ambler.

 

In attendance: Library of Parliament: Norah Kielland, Research Assistant; Tonina Simeone, Analyst.

 

Witnesses: Metro Vancouver: Ernie Daykin, Director and Chair, Aboriginal Relations Committee; Ralph Hildebrand, General Manager, Corporate Counsel, Corporate Services. Centre for Water Resources Studies: Graham Gagnon, Director, Dalhousie University. Ontario First Nations Technical Services Advisory Group: Matthew Hoppe, Technical Manager; Robert Howsam, Executive Director. As an individual: Steve Hrudey, Former Panel Member, Expert Panel on Safe Drinking Water. Union of British Columbia Municipalities: Gary MacIsaac, Executive Director. Atlantic Policy Congress of First Nations Chiefs Secretariat : John G. Paul, Executive Director; Dean Vicaire, Co-Chair.

 
Pursuant to the Order of Reference of Wednesday, May 8, 2013, the Committee commenced consideration of Bill S-8, An Act respecting the safety of drinking water on First Nation lands.
 

Graham Gagnon and Steve Hrudey made statements and answered questions.

 

At 9:44 a.m., the sitting was suspended.

At 9:48 a.m., the sitting resumed.

 

Ernie Daykin and Gary MacIsaac made statements and, with Ralph Hildebrand, answered questions.

 

At 10:13 a.m., Jean Crowder took the Chair.

 

At 10:17 a.m., Chris Warkentin took the Chair.

 

At 10:48 a.m., the sitting was suspended.

At 10:53 a.m., the sitting resumed.

 

Dean Vicaire, John G. Paul, Robert Howsam and Matthew Hoppe made statements and answered questions.

 

At 11:46 a.m., the Committee adjourned to the call of the Chair.
