The Standing Committee on Aboriginal Affairs and Northern Development met at 3:32 p.m. this day, in Room 8-53, 131 Queen Street, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Carol Hughes, LaVar Payne, Greg Rickford, Chris Warkentin and David Wilks.

 

Acting Members present: Chris Alexander for Kyle Seeback.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Norah Kielland, Research Assistant.

 

Witnesses: Mohawk Council of Kahnawake: Clinton Phillips, Council Chief; Debbie Morris, Associate Director, Lands Unit. Hatchet Lake Denesuline First Nation: Bartholomew J. Tsannie, Chief; Paul Denechezhe, Councillor; Jean Tsannie, Elder. Hatchet Lake Development Limited Partnership: Anne Robillard, General Manager. Prince Albert Grand Council: Diane McDonald, Land-Use Coordinator.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 1, 2011, the Committee resumed its study of Land-Use and sustainable economic development.
 

Bartholomew J. Tsannie, Anne Robillard and Clinton Phillips made statements and, with the other witnesses, answered questions.

 

At 4:32 p.m., Jean Crowder took the Chair.

 

At 4:36 p.m., Chris Warkentin took the Chair.

 

At 5:17 p.m., the sitting was suspended.

At 5:21 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jean Crowder moved, — That, the Standing Committee on Aboriginal Affairs and Northern Development immediately commence a study on the subject matter of the sections of Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures, which directly fall within the mandate of this committee, namely Part 3, Division 5, Fisheries Act; Part 4, Division 46, First Nations Land Management Act; Part 4, Division 49, First Nations Fiscal and Statistical Management Act.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

At 5:25 p.m., the Committee adjourned to the call of the Chair.
