The Standing Committee on Transport, Infrastructure and Communities met at 11:11 a.m. this day, in Room 253-D, Centre Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Hon. Gerry Byrne, Sukh Dhaliwal, Roger Gaudet, Michel Guimond, Brian Jean, Colin Mayes, Hon. John McCallum, Brad Trost and Merv Tweed.

 

Acting Members present: John Weston for Jeff Watson.

 

In attendance: Library of Parliament: John Christopher, Analyst; Ardiana Hallaci, Analyst. House of Commons: Lucie Tardif-Carpentier, Legislative Clerk.

 

Witnesses: Department of Transport: Kash Ram, Director General, Road Safety and Motor Vehicle Regulation; Kim Benjamin, Director, Road Safety Programs; Linda Wilson, Counsel, Legal services. Department of the Environment: Michelle Sanders, Acting Manager, Legislative Advice Section; Josée Lavergne, Chief, Regulatory Development Section.

 
Pursuant to the Order of Reference of Monday, December 6, 2010, the Committee commenced consideration of Bill S-5, An Act to amend the Motor Vehicle Safety Act and the Canadian Environmental Protection Act, 1999.
 

The Committee commenced its clause-by-clause study of the Bill.

 

The witnesses answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Clause 2 carried.

 

By unanimous consent, Clauses 3 to 6 inclusive carried.

 

The Short Title carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That suggested witnesses for the study on the consequences of noise caused by airport operations in urban areas and on the issues related to the Air Canada Public Participation Act (ACPPA) be forwarded to the Clerk by members of the Committee.

 

At 11:29 a.m., the Committee adjourned to the call of the Chair.
