The Standing Committee on Procedure and House Affairs met in camera at 11:02 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

Members of the Committee present: Harold Albrecht, Claude DeBellefeuille, Judy Foote, Mario Laframboise, Tom Lukiwski, Joe Preston, Marcel Proulx, Yasmin Ratansi, Scott Reid and Terence Young.

Acting Members present: Royal Galipeau for Steven Blaney, Thomas J. Mulcair for Yvon Godin, Pascal-Pierre Paillé for Mario Laframboise, Pierre A. Paquette for Claude DeBellefeuille, Pierre A. Paquette for Mario Laframboise, Alan Tonks for Marcel Proulx and Dave Van Kesteren for Tom Lukiwski.

In attendance: Library of Parliament: Nicolas Auclair, Analyst ; Andre Barnes, Analyst.

Pursuant to the Order of Reference of November 29, 2010, the Committee resumed consideration of the question of privilege relating to the premature disclosure on November 18, 2010, of the confidential draft report on the prebudget consultations of the Standing Committee on Finance by an employee of the member for Saskatoon—Rosetown—Biggar.

The Committee resumed consideration of a draft report.

Pursuant to Standing Order 108(3)(a), the Committee resumed consideration of matters relating to Private Members' Business.

The Chair presented the Fifth Report from the Subcommittee on Private Members' Business Procedure.

At 1:02 p.m., the Committee adjourned to the call of the Chair.
