The Standing Committee on Public Accounts met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. Joseph Volpe, presiding.

 

Members of the Committee present: Hon. Navdeep Bains, David Christopherson, Jean-Claude D'Amours, Earl Dreeshen, Meili Faille, Daryl Kramp, Andrew Saxton, Bev Shipley, Hon. Joseph Volpe and Terence Young.

 

Acting Members present: Claude Guimond for Richard Nadeau, LaVar Payne for Bev Shipley and Michael John Savage for Jean-Claude D'Amours.

 

Other Members present: Paul Szabo.

 

In attendance: Library of Parliament: Sébastien T. Defoy, Analyst; Alex Smith, Analyst.

 
Pursuant to Standing Order 108(3)(g), and the motion adopted by the Committee on Thursday, December 9, 2010, the Committee resumed consideration of the Report of the Auditor General of Canada on the Public Sector Integrity Commissioner of Canada, referred to the Committee on Thursday, December 9, 2010.
 

Jean-Claude D'Amours moved, — That the committee report the following to the House of Commons:

“Whereas the Committee agreed on February 1st that Christiane Ouimet be summoned to appear and give evidence before the Committee on matters relating to its study of the Report of the Auditor General of Canada on the Public Sector Integrity Commissioner of Canada on Tuesday, February 8, 2011 at 3:30 p.m. in the House of Commons Committee Room 237-C, Centre Block and to remain in attendance until duly discharged; and

Whereas Ms. Ouimet failed to appear on Tuesday February 8, 2011 at 3:30 p.m, the Committee wishes to draw the attention of the House on what appears to be a breach of its privileges and recommends that the House take whatever measures it deems appropriate”.

Debate arose thereon.

 

On motion of David Christopherson, it was agreed, — That the motion of Jean-Claude D'Amours be stood until after the Law Clerk has briefed the Committee on its options for further action.

 

Meili Faille gave notice of the following motion:

That pursuant to Standing Order 108(1)(a), with regard to the report by the Auditor General on the Public Sector Integrity Commissioner of Canada, the Committee asks the Treasury Board of Canada Secretariat, the Privy Council Office, the Canadian Human Rights Commission and Status of Women Canada to produce all correspondence between their offices and the Office of Public Sector Integrity Commissioner of Canada for the period from April 30, 2009 to February 8, 2011; and that these documents and files be submitted to the Committee in both official languages in time for its meeting of February 24, 2011.

 

At 4:52 p.m., the sitting was suspended.

At 4:59 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 5:00 p.m., the Committee adjourned to the call of the Chair.
