The Standing Committee on Public Accounts met in a televised session at 9:02 a.m. this day, in Room 237-C, Centre Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: Josée Beaudin, David Christopherson, Earl Dreeshen, Daryl Kramp, Derek Lee, Hon. Shawn Murphy, Andrew Saxton, Bev Shipley and Terence Young.

 

Acting Members present: Martha Hall Findlay for Hon. Stéphane Dion and Louis Plamondon for Meili Faille.

 

In attendance: Library of Parliament: Maria Edwards, Analyst; Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Ronnie Campbell, Assistant Auditor General; Nancy Cheng, Assistant Auditor General; Sylvain Ricard, Assistant Auditor General.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Wednesday, April 21, 2010, to consider the business of the Committee and agreed to make the following recommendations:

1. That, in relation to the motion adopted by the Committee on March 25, 2010, the study of the Main Estimates 2010-2011: Vote 15 under FINANCE referred to the Committee on Wednesday, March 3, 2010, and Part III - Report on Plans and Priorities and Departmental Performance Report of the Office of the Auditor General of Canada, scheduled to take place on Tuesday April 27, 2010, be rescheduled to Tuesday, May 11, 2010.

2. That the Chair be authorized to write to the government requesting an update on the Miscellaneous Statute Law Amendment Program.

3. That, pursuant to S.O. 108(3)(g), the Committee undertake a study of Chapter 2, “Risks of Toxic Substances,” of the Fall 2009 Report of the Commissioner of the Environment and Sustainable Development.

4. That, pursuant to Standing Order 108(3)(g), the Committee undertake studies of the following parts of the Spring 2010 Report of the Auditor General of Canada, referred to the Committee on April 20, 2010:

• Chapter 1, “Aging Information Technology Systems”

• Chapter 2, “Modernizing Human Resource Management”

• Chapter 3, “Rehabilitating the Parliament Buildings”

• Chapter 4, “Sustaining Development in the Northwest Territories”

• Chapter 5, “Scientific Research—Agriculture and Agri-Food Canada”

• Chapter 6, “Special Examinations of Crown Corporations—2009”

• Electronic Health Records in Canada—An Overview of Federal and Provincial Audit Reports.

 

On motion of Earl Dreeshen, it was agreed, — That the Subcommittee report be amended, in Recommendation 2, by adding after the word: “That” the following: “, in relation to the Committee's study of Chapter 3, “Income Tax Legislation,” of the Fall 2009 Report of the Auditor General of Canada,”.

 

It was agreed, — That the Fourth report of the Subcommittee on Agenda and Procedure of the Standing Committee on Public Accounts, as amended, be concurred in.

 
Pursuant to Standing Order 108(3)(g), and the motion adopted by the Committee on Thursday, March 25, 2010, the Committee commenced consideration of the Spring 2010 Report of the Auditor General of Canada referred to the Committee on Tuesday, April 20, 2010.
 

Sheila Fraser made a statement, and with Ronnie Campbell, answered questions.

 

At 10:53 a.m., the Committee adjourned to the call of the Chair.
