The Standing Committee on Government Operations and Estimates met in a televised session at 3:33 p.m. this day, in Room 237-C, Centre Block, the Vice-Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Diane Bourgeois, Patrick Brown, Rod Bruinooge, Siobhan Coady, Jacques Gourde, Martha Hall Findlay, Pat Martin, Richard Nadeau and Chris Warkentin.

 

Acting Members present: Mike Lake for Ed Holder, Alexandra Mendes for Martha Hall Findlay and Hon. Shawn Murphy for Yasmin Ratansi.

 

Associate Members present: Jack Harris.

 

Other Members present: Claude Bachand.

 

In attendance: Library of Parliament: Philippe LeGoff, Analyst; Édison Roy-César, Analyst.

 

Witnesses: CABA Building Consultants Inc.: André C. Beaulieu, Building Science Consultant. Department of National Defence: Cynthia Binnington, Assistant Deputy Minister, Human Resources - Civilian; Kevin Lindsey, Assistant Deputy Minister, Finance and Corporate Services; William F. Pentney, Associate Deputy Minister; Denis Rouleau, Vice-Chief of the Defence Staff.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, March 15, 2010, the Committee commenced its study of federal buildings maintenance contracts.
 

André Beaulieu made a statement and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010 the Committee resumed its study of the freeze on departmental budget envelopes and government operations.
 

William F. Pentney made a statement and, with the other witnesses, answered questions.

 

At 5:19 p.m., the sitting was suspended.

 

At 5:20 p.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, respecting its meeting of Wednesday, April 28, 2010, on renewable energy projects funded by the government, the Committee no longer ask Michael Mihelic to appear and instead hear from Nazim Gillani for one hour and a half prior to examining issues related to Committee business.

 

At 5:36 p.m., the Committee adjourned to the call of the Chair.
