The Standing Committee on National Defence met at 3:29 p.m. this day, in Room 362, East Block, the Chair, the Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Cheryl Gallant, Jack Harris, Hon. Laurie Hawn, Hon. Dominic LeBlanc, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Scott Andrews for Marcel Proulx, Garry Breitkreuz for Hon. Laurie Hawn and Richard Nadeau for Pascal-Pierre Paillé.

 

In attendance: Library of Parliament: Wolfgang Koerner, Analyst.

 

Witnesses: International Association of Machinists and Aerospace Workers - District 11: David Chartrand, President, Directing Business Representative, Organizer; Pierre Grenier, President, Factory Committee, Local Section 712. Canadian Auto Workers Union: Jerome Dias, Assistant to the National President; Dawn Cartwright, National Representative; Roland Kiehne, President, Local 112.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, August 25, 2010, the Committee resumed its study of the next generation of fighter aircraft.
 

David Chartrand and Jerome Dias made statements and answered questions.

 

At 4:55 p.m., the sitting was suspended.

At 4:58 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Claude Bachand moved, — That, following the appearance of the companies regarding search and rescue aircraft, the Committee ask the Ministers of Defence, Industry and Public Works and Government Services to appear to provide an update to the Committee.

Debate arose thereon.

 

Dominic LeBlanc moved, — That the motion be amended by adding after the words “to the Committee” the following: “and that the said Ministers be invited to appear individually in front of the Committee for an hour”.

Jack Harris moved, — That the amendment be amended by adding after the word “hour” the following: “as well as the National Research Council of Canada”.

 

After debate, the question was put on the subamendment of Jack Harris and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question was put on the amendment of Dominic LeBlanc, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The motion, as amended reads as follows: “That, following the appearance of the companies regarding search and rescue aircraft, the Committee ask the Ministers of Defence, Industry and Public Works and Government Services to appear to provide an update to the Committee and that the said Ministers be invited to appear individually in front of the Committee for an hour, as well as the National Research Council of Canada”.

 

Bryon Wilfert moved, — That, in light of recent revelations that the Department of National Defence has secretly leased and operated a fleet of Mi-17 helicopters in Kandahar province, the Minister of National Defence be asked to appear before this committee immediately following the conclusion of its study into the purchase of next-generation fighter jets to answer questions pertaining to the aforementioned contract and other unannounced contracts entered into by the Department of National Defence in support of the Canadian Forces mission in Afghanistan.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 5:18 p.m., the Committee adjourned to the call of the Chair.
