The Standing Committee on National Defence met in camera at 10:36 a.m. this day, in Room 362, East Block, the Chair, Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Hon. Ujjal Dosanjh, Cheryl Gallant, Jack Harris, Laurie Hawn, Hon. Keith Martin, Pascal-Pierre Paillé, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Don Davies for Jack Harris and Louis Plamondon for Claude Bachand.

 

In attendance: Library of Parliament: Wolfgang Koerner, Analyst; Melissa Radford, Analyst.

 

Appearing: Hon. Peter Gordon MacKay, P.C., M.P., Minister of National Defence.

 

Witnesses: Department of National Defence: Robert Fonberg, Deputy Minister; VAdm Denis Rouleau, Vice-Chief of the Defence Staff; Kevin Lindsey, Assistant Deputy Minister, Finance and Corporate Services; David Jacobson, Acting Assistant Deputy Minister, Materiel; William F. Pentney, Associate Deputy Minister; MGen W. Semianiw, Chief of Military Personnel.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That members be required to use a travel point to participate in the Committee's proposed travel to Yellowknife and Iqualuit as part of its study on Arctic sovereignty.

 

It was agreed, — That the proposed budget in the amount of $67,675, for the Committee's travel, in relation to its study on Arctic sovereignty, to Yellowknife, Northwest Territories and Iqualuit, Nunavut in Spring 2010, be adopted and that the Chair present the said budget to the Liaison Committee.

 

It was agreed, — That the briefing by representatives of the Department of National Defence on the subject of the rehiring of retired soldiers and staff by the Department take place on Thursday, March 25, 2010.

 

It was agreed, — That representatives of the Department of National Defence be invited to appear before the Committee, as part of the Committee’s study on the subject of capital budget and procurement for the Department of National Defence, on Thursday, April 1, 2010.

 

It was agreed, — That representatives of the Department of National Defence be invited to appear before the Committee, in relation to the Committee’s study of search and rescue response times, on Tuesday, March 23, 2010.

 

At 10:52 a.m., the sitting was suspended.

At 10:58 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (C) 2009-2010: Votes 1c and 5c under NATIONAL DEFENCE referred to the Committee on Wednesday, March 3, 2010.
 

The Chair called Vote 1c under NATIONAL DEFENCE.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 12:01 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

 

The witnesses answered questions.

 

Vote 1c under NATIONAL DEFENCE carried.

 

The Chair called Vote 5c under NATIONAL DEFENCE.

 

Vote 5c under NATIONAL DEFENCE carried.

 

ORDERED, — That the Chair report Votes 1c and 5c under NATIONAL DEFENCE to the House.

 

At 1:04 p.m., the Committee adjourned to the call of the Chair.
