The Standing Committee on Official Languages met at 9:02 a.m. this day, in Room 308, West Block, the Chair, Steven Blaney, presiding.

 

Members of the Committee present: Hon. Mauril Bélanger, Steven Blaney, Sylvie Boucher, Jean-Claude D'Amours, Shelly Glover, Yvon Godin, Richard Nadeau, Tilly O'Neill-Gordon and John Weston.

 

Acting Members present: André Bellavance for Monique Guay, Brian Murphy for Lise Zarac and Alice Wong for Bernard Généreux.

 

In attendance: Library of Parliament: Lucie Lecomte, Analyst; Nicolas Auclair, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jean-Claude D'Amours moved, — That the Committee invite Air Canada to once again place a formal complaint form for services in both official languages in the front seat pocket of all its aircraft, with prepaid postage and addressed to the Office of the Commissioner of Official Languages.

Debate arose thereon.

 

Sylvie Boucher moved, — That the motion be amended by replacing the word “complaint form” with the words “form for positive as well as negative comments”.

 

After debate, the question was put on the amendment of Sylvie Boucher and it was negatived on the following recorded division: YEAS: Sylvie Boucher, Shelly Glover, Tilly O'Neill-Gordon, John Weston, Alice Wong — 5; NAYS: Mauril Bélanger, André Bellavance, Jean-Claude D'Amours, Yvon Godin, Brian Murphy, Richard Nadeau — 6.

 

On motion of Shelly Glover, it was agreed, — That the motion be amended by adding after the words “Commissioner of Official Languages” the following: “and to Air Canada”.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Mauril Bélanger, André Bellavance, Sylvie Boucher, Jean-Claude D'Amours, Shelly Glover, Brian Murphy, Richard Nadeau, Tilly O'Neill-Gordon, John Weston, Alice Wong — 10; NAYS: Yvon Godin — 1.

 

The motion, as amended, read as follows:

That the Committee invite Air Canada to once again place a formal complaint form for services in both official languages in the front seat pocket of all its aircraft, with prepaid postage and addressed to the Office of the Commissioner of Official Languages and to Air Canada.

 

On motion of Sylvie Boucher, it was agreed, — That the Committee ask Air Canada to provide it with an update on the Linguistic Dialogue Award program, which is a means of circulating success stories among Air Canada employees, and with information on how the Committee can learn more about the program and how it is promoted to employees and the public.

 

At 10:56 a.m., the Committee adjourned to the call of the Chair.
