The Standing Committee on Justice and Human Rights met at 11:09 a.m. this day, in Room 237-C, Centre Block, the Chair, Ed Fast, presiding.

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Dominic LeBlanc, Marc Lemay, Serge Ménard, Alexandra Mendes, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

Acting Members present: Hon. Larry Bagnell for Hon. Dominic LeBlanc, Hon. Larry Bagnell for Brian Murphy and Martha Hall Findlay for Alexandra Mendes.

In attendance: Library of Parliament: Dominique Valiquet, Analyst ; Lyne Casavant, Analyst . House of Commons: Simon Larouche, Committee Clerk.

Witnesses: Government of Manitoba: David Greening, Executive Director, Policy Development and Analysis, Department of Justice. Government of Alberta: Joshua Hawkes, Director of Policy, Appeals, Education and Policy Branch, Department of Justice and Attorney General. Government of Nova Scotia: Ronald MacDonald, Senior Crown Counsel and Criminal Law Policy Advisor, Policy, Planning and Research, Department of Justice. As an individual: Merlin Nunn, Retired Justice of the Supreme Court of Nova Scotia.

Pursuant to the Order of Reference of Monday, May 3, 2010, the Committee resumed consideration of Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts.

Brian Murphy moved, — That this Committee request a report from the Minister of Justice on the consultative roundtable discussions on youth criminal justice held throughout Canada in 2008 as soon as possible; and

That the Committee not proceed to clause by clause consideration of Bill C-4 until such a report is presented. The said report would be released with consent of the participants in the consultative roundtable discussions and omission of their positions in the absence of such consent. The report would otherwise comply with all privacy protection laws.

After debate, the question was put on the motion and it was agreed to.

The witnesses made statements and answered questions.

At 12:59 p.m., the Committee adjourned to the call of the Chair.
