The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:30 p.m. this day, in Room 308, West Block, the Chair, Candice Hoeppner, presiding.

Members of the Committee present: Josée Beaudin, Ron Cannan, Rick Casson, Raymonde Folco, Candice Hoeppner, Ed Komarnicki, Yves Lessard, Tony Martin, Hon. Maria Minna, Michael John Savage and Maurice Vellacott.

Acting Members present: Randy Hoback for Ben Lobb.

In attendance: Library of Parliament: André Léonard, Analyst.

Pursuant to the Order of Reference of Wednesday, March 3, 2010, the Committee resumed consideration of Bill C-395, An Act to amend the Employment Insurance Act (labour dispute).

The Committee commenced its clause-by-clause study of the Bill.

The Chair called Clause 1.

On Clause 1,

Yves Lessard moved, — That Bill C-395, in Clause 1, be amended by replacing line 19 on page 1 with the following:

“the person was employed, provided that, for the purposes of determining the weekly rate of benefits, the qualifying period is established retrospectively to the fifty-two weeks preceding the beginning of the dispute.”

At 3:36 p.m., the sitting was suspended.

At 3:40 p.m., the sitting resumed.

After debate, the question was put on the amendment of Yves Lessard and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

Clause 1, as amended, carried by a show of hands: YEAS: 6; NAYS: 5.
