The Standing Committee on Health met at 11:03 a.m. this day, in Room 8-53, 131 Queen St., the Chair, Joy Smith, presiding.

 

Members of the Committee present: Patrick Brown, Colin Carrie, Hon. Ujjal Dosanjh, Nicolas Dufour, Kirsty Duncan, Megan Anissa Leslie, Luc Malo, Cathy McLeod, Joy Smith and Tim Uppal.

 

Acting Members present: Ron Cannan for Patricia Davidson and Kevin Lamoureux for Ruby Dhalla.

 

In attendance: Library of Parliament: Sonya Norris, Analyst; Karin Phillips, Analyst.

 

Witnesses: Canadian Association for Suicide Prevention: Tim Wall, Executive Director. Lakehead University: Susan L. Forbes, Adjunct Professor, Injury Research Program Manager, Play It Cool Injury Prevention Program. Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 5, 2010, the Committee resumed its study on injury prevention in Canada.
 

The witnesses made statements and answered questions.

 

At 12:31 p.m., the sitting was suspended.

At 12:34 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Neurological Disease which read as follows:

Your Subcommittee met on Tuesday, November 16, 2010, to consider the business of the Subcommittee and agreed to present the following report to the Standing Committee for its consideration and for presentation to the House:

The Committee recommends that the Government of Canada declare 2013 as the Year of the Brain.

 

The question: "That the report of the Subcommittee be concurred in" was put and was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

Kirsty Duncan moved, — That the Committee recommend that the Minister announce a new set of picture warnings for cigarette packaging on or before Monday, January 17, 2011, to mark National Non-Smoking Week; and

That this motion be reported to the House.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to.

 

Ujjal Dosanjh moved, — That, in the opinion of the Committee, the Government should amend the Tobacco Products Information Regulations forthwith to require that:

(a) new refreshed picture-based health warning messages appear on the two major surfaces of all packages of tobacco products;

(b) health warning messages cover at least 75% of the major surfaces of cigarette packages;

(c) a national toll-free quitline telephone number be included as part of the warning messages on every package;

(d) new warning and information messages be included on the inside of cigarette packages;

(e) health warning messages be reviewed every four years to ensure that the labels stay current; and

That the Committee report this motion to the House.

Debate arose thereon.

 

By unanimous consent, Ujjal Dosanjh moved, — That the motion be amended by replacing the words “every four years” with the word “regularly”.

 

The question was put on the amendment of Ujjal Dosanjh and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

Luc Malo moved, — That the motion be amended by adding after the word “package” the following: “and in Québec the number is 1-866-527-7383”.

Debate arose thereon.

 

The question was put on the amendment of Luc Malo and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The motion, as amended, read as follows:

That, in the opinion of the Committee, the Government should amend the Tobacco Products Information Regulations forthwith to require that:
