The Standing Committee on Health met by videoconference at 9:03 a.m. this day, in Room 853, 131 Queen St., the Chair, Joy Smith, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Patrick Brown, Colin Carrie, Patricia Davidson, Nicolas Dufour, Kirsty Duncan, Luc Malo, Cathy McLeod, Joyce Murray, Joy Smith, Tim Uppal and Judy Wasylycia-Leis.

 

Acting Members present: James Bezan for Cathy McLeod and Dean Del Mastro for Patrick Brown.

 

In attendance: Library of Parliament: Marie Chia, Analyst; Karin Phillips, Analyst.

 

Witnesses: Public Health Agency of Canada: David Butler-Jones, Chief Public Health Officer; Frank Plummer, Scientific Director General, National Microbiology Laboratory; Steven Sternthal, Head, Canadian HIV Vaccine Initiative Secretariat, Director, Office of HIV Vaccines.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 30, 2010, the Committee resumed its study on the cancellation of the HIV Vaccine Manufacturing Facility under Canadian HIV Vaccine Initiative.
 

Carolyn Bennett moved, — That the Committee express its concern to the House that Minister Toews, Minister Aglukkaq and Minister Clement did not appear before the Committee on April 22, 2010 in relation to its study of the cancellation of the HIV vaccine manufacturing facility under the Canadian HIV Vaccine Initiative, as requested by a motion adopted by the Committee on April 15, 2010.

Debate arose thereon.

 

Dean Del Mastro moved, — That the motion be amended by adding after the words “on April 22, 2010;” the following: “and that the Committee understands that it provided the Ministers with short notice and as such it may have been difficult to rearrange their schedules”.

After debate, the question was put on the amendment of Dean Del Mastro and it was agreed to.

 

Joyce Murray moved, — That the motion be amended by adding after the word “schedules” the following: “However, the ministers have refused to appear before the Committee and no other date has been provided by the ministers”.

 

The question was put on the amendment of Joyce Murray and it was negatived.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Committee express its concern to the House that Minister Toews, Minister Aglukkaq and Minister Clement did not appear before the Committee on April 22, 2010 in relation to its study of the cancellation of the HIV vaccine manufacturing facility under the Canadian HIV Vaccine Initiative, as requested by a motion adopted by the Committee on April 15, 2010; and that the Committee understands that it provided the Ministers with short notice and as such it may have been difficult to rearrange their schedules.

 

Frank Plummer by videoconference from Winnipeg, Manitoba made a statement and, with the other witnesses, answered questions.

 

At 10:52 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
