The Standing Committee on Foreign Affairs and International Development met by teleconference at 3:31 p.m. this day, in Room 209 West Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Dean Allison, Johanne Deschamps, Paul Dewar, Jean Dorion, Peter Goldring, James Lunney, Deepak Obhrai, Bernard Patry, Glen Douglas Pearson and Dave Van Kesteren.

 

Acting Members present: Hon. Anita Neville for Hon. Bob Rae.

 

Associate Members present: Scott Reid.

 

In attendance: House of Commons: Julie Pelletier, Procedural Clerk. Library of Parliament: Allison Goody, Analyst; James Lee, Analyst.

 

Witnesses: The Carter Center: Sarah Johnson, Assistant Director and Program Manager for Sudan; Sanne van den Bergh, Field Office Director. Department of Foreign Affairs and International Trade: Donald Bobiash, Director General, Africa Bureau; Douglas Scott Proudfoot, Director, Sudan Task Force. Canadian International Development Agency: Philip Baker, Acting Regional Director General, Southern and Eastern Africa.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, October 7, 2010, the Committee resumed its study of the implications and the ramifications of the referendum in Sudan.
 

Sarah Johnson and Sanne van den Bergh, by teleconference from Khartoum, Sudan, Donald Bobiash and Douglas Scott Proudfoot made statements and, with Philip Baker, answered questions.

 

At 4:54 p.m., the sitting was suspended.

 

At 4:58 p.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the proposed budget in the amount of $21,100, adopted by the Subcommittee on International Human Rights for its study of Human Rights in Africa, be adopted.

 

It was agreed, — That the proposed budget in the amount of $15,725, adopted by the Subcommittee on International Human Rights for its study of Human Rights in Asia, be adopted.

 

It was agreed, — That the proposed budget in the amount of $15,725, adopted by the Subcommittee on International Human Rights for its study of Human Rights in Eastern Europe, be adopted.

 

At 5:22 p.m., the Committee adjourned to the call of the Chair.
