The Standing Committee on Foreign Affairs and International Development met in camera at 12:02 p.m. this day, in Room 371, West Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Dean Allison, Johanne Deschamps, Peter Goldring, Francine Lalonde, James Lunney, Deepak Obhrai, Bernard Patry, Glen Douglas Pearson and Dave Van Kesteren.

 

Acting Members present: John Rafferty for Paul Dewar, Hon. Geoff Regan for Hon. Bob Rae and Kevin Sorenson for Hon. Jim Abbott.

 

In attendance: Library of Parliament: Allison Goody, Analyst. House of Commons: Julie Lalande Prud'homme, Procedural Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a meeting be held on Tuesday, March 16, 2010, from 12:00 p.m. to 1:00 p.m., with the Minister of Foreign Affairs, on the Supplementary Estimates (C) 2009-2010, and the 2010-2011 Main Estimates, as referred to the Committee on Wednesday, March 3, 2010.

 

It was agreed, — That the Committee meet with the Hon. Antonio Guterres, United Nations High Commissioner for Refugees, on Thursday, March 25, 2010, from 11 a.m. to 12 p.m.

 

It was agreed, — That, pursuant to Standing Orders 108(1) and 108(2), a Subcommittee on International Human Rights to be chaired by a member elected by the Subcommittee, be established to inquire into matters relating to the promotion of respect for international human rights, as may be referred to it by the Committee; that the Subcommittee be composed of seven (7) members or associate members of which three (3) shall be government members and two (2) shall be Liberal members, one shall be from the Bloc Québécois and one from the New Democratic Party, to be named following the usual consultations with the Whips; that the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Committee is not sitting in Ottawa, to sit when the Committee is sitting outside the Parliamentary Precinct and to sit during periods when the House stands adjourned; and that the Chair of the Subcommittee meet with the Subcommittee on Agenda and Procedure of the Committee at their mutual discretion.

 

It was agreed, — That the Clerk of the Committee prepare a draft calendar of meetings for presentation to the Committee on Tuesday, March 16, 2010.

 

At 12:45 p.m., the Committee adjourned to the call of the Chair.
