The Standing Committee on Environment and Sustainable Development met at 3:31 p.m. this day, in Room 371, West Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Scott Armstrong, James Bezan, Bernard Bigras, Blaine Calkins, Linda Duncan, David J. McGuinty, Christian Ouellet, Francis Scarpaleggia, Justin Trudeau, Mark Warawa, Jeff Watson and Stephen Woodworth.

 

Associate Members present: Nathan Cullen.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Witnesses: Department of Justice: Lucie Bourbonnière, Acting Executive Director and Senior Counsel , Legal Services, Parks Canada Agency. Parks Canada Agency: Alan Latourelle, Chief Executive Officer; Ron Hallman, Director General, National Parks; Kevin McNamee, Director, Parks Establishment.

 
Pursuant to Standing Order 32(5), the Committee resumed consideration of the Order amending Schedule 2 to the Canada National Marine Conservation Areas Act together with a Report to Parliament - Gwaii Haanas National Marine Conservation Area Reserve and Haida Heritage Site, referred to the Committee on Monday, June 7, 2010.
 

On motion of Linda Duncan, it was agreed, — To limit time for questionning the witnesses to one round of question per party (seven (7) minutes).

 

The witnesses answered questions.

 

At 4:12 p.m., the sitting was suspended.

At 4:15 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee report back to the House and recommend that the House waive the 31 sitting days referred to in section 7(3) of the Canada National Marine Conservation Areas Act (CNMCAA) and allow the proposed amendment to Schedule 2 of the CNMCAA referred to the Committee on June 7, 2010.

 

It was agreed, — That the Report be adopted as the Second Report of the Committee.

 

ORDERED, — That the Chair present the second report of the Committee to the House.

 

It was agreed, — That the Subcommittee on Agenda and Procedure establish a work plan for the review of the Canadian Environmental Assessment Act (CEAA), referred to the Committee earlier today by the House.

 

At 5:02 p.m., the sitting was suspended.

At 5:03 p.m., the sitting resumed.

 

At 5:03 p.m., the Committee adjourned to the call of the Chair.
