The Standing Committee on Citizenship and Immigration met in camera at 3:30 p.m. this day, in Room 209, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Paul Calandra, Olivia Chow, Hon. Denis Coderre, Rick Dykstra, Nina Grewal, Thierry St-Cyr, Ève-Mary Thaï Thi Lac, David Tilson, Alice Wong and Terence Young.

 

Acting Members present: Hon. Ken Dryden for Hon. Jim Karygiannis.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Claudette Deschênes, Assistant Deputy Minister, Operations; Dawn Edlund, Acting Associate Assistant Deputy Minister, Operations; Heidi Smith, Director, Permanent Resident Policy and Programs; Rénald Gilbert, Director General, International Region.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Second Report of the Subcommittee on Agenda and Procedure, which read as follows, be adopted:

In accordance with its mandate pursuant to Order made March 3, 2010, your Subcommittee has considered the question of the future business of the Committee.

Notwithstanding the motion of March 18, the Subcommittee recommends the following to the Committee:

adoption of the draft work plan for study on wait times for investor and family class applications;

that members submit witnesses lists for the wait times study to the Clerk by 6 p.m., Wednesday, March 31;

that witnesses concerning the Cape Breton case processing centre be included in a panel to be heard as part of the wait times study, and that this panel be heard at the earliest opportunity after Easter; and

that the Committee accord the Chair discretion in determining the number of participants in any one panel for the wait times study.

 

At 3:32 p.m., the sitting was suspended.

At 3:33 p.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday March 18, 2010, the Committee commenced its study of immigration application process wait times.
 

Claudette Deschênes made a statement and, with the other witnesses, answered questions.

 

At 5:28 p.m., the Committee adjourned to the call of the Chair.
