The Standing Committee on Citizenship and Immigration met in camera at 8:51 a.m. this day, in Room 253-D, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Olivia Chow, Nicolas Dufour, Rick Dykstra, Nina Grewal, Robert Oliphant, Devinder Shory, Thierry St-Cyr, David Tilson, Justin Trudeau, Tim Uppal, Alice Wong and Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: Daphne Keevil Harrold, Analyst; Julie Béchard.

 

Witnesses: Association québécoise des pharmaciens propriétaires: Normand Cadieux, Executive Vice-President and Director General; Vincent Forcier, Director, Public Affairs. Department of Citizenship and Immigration: Albert Deschamps, Director General , Regional Headquarters; Danielle Grondin, Director General, Health.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Seventh Report of the Subcommittee on Agenda and Procedure, which was adopted as amended, and read as follows:

In accordance with its mandate pursuant to Order made March 3, 2010, your Subcommittee has considered the question of the future business of the Committee.

The Subcommittee recommends the following to the Committee:

That it hear witnesses on the Interim Federal Health Program on Thursday, February 3, and later if needed;

That it hear witnesses on the Immigration Settlement and Adaptation Program on Tuesday, February 8 and Thursday, February 10, 2011;

That it hear the Minister of Citizenship and Immigration on the Immigration Settlement and Adaptation Program for the first hour and on the Supplementary Estimates (C) and the 2010–2011 Main Estimates for the second hour on Thursday, February 17, 2011, should these items be presented in the House and referred to the Committee;

That it continue its study on wait times for investor and family class permanent resident applications at its sittings of February 15, 2011 and March 1, 3, 8 and 10, 2011.

 
It was agreed, — That, pursuant to Standing Order 97.1(1), the Committee request an extension of thirty sitting days for the consideration of Bill C-467, An Act to amend the Citizenship Act (children born abroad), to allow its members to hold hearings concurrently with the hearings on Bill C-37, An Act to amend the Citizenship Act and to make consequential amendments to another Act, once Bill C-37 is referred to the Committee.
 

At 8:55 a.m., the sitting was suspended.

At 8:58 a.m., the sitting resumed in a video recorded session.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 3, 2011, the Committee commenced its study of Interim Federal Health Program.
 

Normand Cadieux made a statement and, with Vincent Forcier, answered questions.

 

At 9:50 a.m., the sitting was suspended.

At 9:54 a.m., the sitting resumed.

 

Albert Deschamps made a statement and, with Danielle Grondin, answered questions.

 

At 10:41 a.m., the sitting was suspended.

At 10:42 a.m., the sitting resumed in camera.

 

The Committee resumed consideration of matters related to Committee business.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
