The Special Committee on the Canadian Mission in Afghanistan met in camera at 3:32 p.m. this day, in Room 269, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Claude Bachand, Garry Breitkreuz, Bob Dechert, Hon. Stéphane Dion, Jean Dorion, Jack Harris, Hon. Laurie Hawn, Greg Kerr, Deepak Obhrai and Hon. Bryon Wilfert.

 

Acting Members present: Hon. Shawn Murphy for Hon. Bob Rae.

 

In attendance: House of Commons: Julie Pelletier, Procedural Clerk. Library of Parliament: James Cox, Analyst; James Lee, Analyst. Privy Council Office: George Braun, Senior Advisor (Operations).

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Third Report of the Subcommittee on Agenda and Procedure be adopted.

 

The report read as follows:

In accordance with its mandate pursuant to the motion adopted Thursday, March 11, 2010, your Subcommittee met on Tuesday, October 19, 2010, to consider the business of the Committee and, with a view to presenting an interim report on the future of non-military options for the Canadian mission before the House rises in December, consequently recommends:

1. That the Committee invite representatives of the Federation of Canadian Municipalities and the Canadian Council of Churches to appear on November 17, 2010, concerning the future of the Canadian mission;

2. That the Committee invite the DM of the Afghanistan Task Force within the Privy Council Office and experts from other departments and agencies to brief on the future of the Canadian mission and to answer questions on the quarterly report on Wednesday, November 24, 2010; and

3. That the Committee invite representatives of IPA Group and Allen-Vanguard Corporation to appear on December 1, 2010, concerning the future of the Canadian mission;

4. That the Committee hear witnesses on the involvement of Afghan expatriates in the future of the Canadian mission.

A copy of the relevant Minutes of Proceedings (Meeting No. 6) is tabled.

 

It was agreed, — That, in the New Year, the Committee invite representatives from CIDA and several non-governmental organizations to appear concerning official development assistance in post-2011 Afghanistan.

 

At 4:21 p.m., the Committee adjourned to the call of the Chair.
