The Standing Committee on Aboriginal Affairs and Northern Development met in camera at 3:30 p.m. this day, in Room C-160, 1 Wellington Street, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Rob Clarke, Earl Dreeshen, Shelly Glover, Marc Lemay, Yvon Lévesque, LaVar Payne, Todd Norman Russell, Bruce Stanton and John Weston.

 

Acting Members present: Dennis Bevington for Jean Crowder and Hon. Marlene Jennings for Hon. Anita Neville.

 

In attendance: Library of Parliament: James Gauthier, Analyst; Odette Madore, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, March 25, 2010, the Committee resumed its study of Northern Territories Economic Development: Barriers and Solutions.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Report be entitled: Northerners' Perspectives for Prosperity.

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the Report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the Report.

 

It was agreed, — That a news release be prepared by the Analysts and the Clerk, in consultation with the Chair, for publication on the Committee's website and for distribution upon presentation of the report to the House.

 

It was agreed, — That the Committee produce 300 colour copies of the Report.

 

At 5:07 p.m., the sitting was suspended.

At 5:08 p.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, September 29, 2010, the Committee resumed its study of Nutrition North Canada.
 

Yvon Lévesque moved, — That the government suspend the new Nutrition North Program for one year from the planned start date to enable isolated or remote communities to participate fully and in an informed manner in the program implementation process and to adapt to it, and that the old Food Mail Program accordingly be extended for the same period of one year, and that the adoption of this motion be reported to the House at the earliest opportunity.

 

It was agreed, — That the debate be adjourned until December 13, 2010.

 

It was agreed, — That officials from the Department of Indian and Northern Affairs be present at the meeting of December 13, 2010 to answer follow-up questions about Nutrition North Canada.

 

Marlene Jennings moved, — That the Committee do now adjourn.

 

The question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
