The Standing Committee on Transport, Infrastructure and Communities met in a televised session at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Merv C. Tweed, presiding.

Members of the Committee present: Dennis Bevington, Lois Brown, Sukh Dhaliwal, Roger Gaudet, Candice Hoeppner, Brian Jean, Gerard Kennedy, Mario Laframboise, Colin Mayes, Merv C. Tweed and Jeff Watson.

Acting Members present: Hon. Larry Bagnell for Hon. Joseph Volpe.

In attendance: Library of Parliament: John Christopher, Analyst ; Allison Padova, Analyst.

Appearing: Hon. John Baird, Minister of Transport, Infrastructure and Communities.

Witnesses: Department of Transport: Lysane Durand, Legal Counsel, Legal Services; Donald Roussel, Director General, Marine Safety; Victor M. Santos-Pedro, Director, Design, Equipment and Boating Safety.

Pursuant to the Order of Reference of Wednesday, February 25, 2009, the Committee commenced consideration of Bill C-3, An Act to amend the Arctic Waters Pollution Prevention Act.

The Minister made a statement and, with the other witnesses, answered questions.

At 4:56 p.m., the sitting was suspended.

At 5:03 p.m., the Committee resumed sitting in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee hear witnesses from 3:30 p.m. to 4:30 p.m. on Thursday, March 26, 2009 and at the meeting of Tuesday, March 31, 2009 with respect to its study of Bill C-3.

It was agreed, — That the Subcommittee on Agenda and Procedure meet at 4:30 p.m. on Thursday, March 26, 2009.

It was agreed, — That the Committee proceed to the clause-by-clause study of Bill C-3 no later than Thursday, April 2, 2009.

At 5:13 p.m., the Committee adjourned to the call of the Chair.
