The Standing Committee on Public Safety and National Security met at 11:05 a.m. this day, in Room 209, West Block, for the purpose of electing a Chair pursuant to Standing Order 106(1).

 

Members of the Committee present: Garry Breitkreuz, Don Davies, Mark Holland, Andrew Kania, Dave MacKenzie, Phil McColeman, Serge Ménard, Maria Mourani, Rick Norlock, Robert Oliphant and Brent Rathgeber.

 

Acting Members present: LaVar Payne for Shelly Glover.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Tanya Dupuis, Analyst.

 

Witnesses: Office of the Correctional Investigator: Howard Sapers, Correctional Investigator; Nathalie Neault, Director of Investigations.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Mark Holland, it was agreed, — That Garry Breitkreuz be elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Garry Breitkreuz, it was agreed, — That Mark Holland be elected First Vice-Chair of the Committee.

 

On motion of Serge Ménard, it was agreed, — That Don Davies be elected Second Vice-Chair of the Committee.

 

Garry Breitkreuz took the Chair.

 
By unanimous consent, pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 28, 2009, the Committee resumed its study of Federal Corrections: Mental Health and Addiction.
 

Howard Sapers and Nathalie Neault made statements and answered questions.

 

At 11:59 a.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee meet on Thursday, October 8, 2009, to discuss its future business.

 

It was agreed, — That on Bill C-34, an Act to amend the Criminal Code and other Acts, the Committee invite the Minister of Public Safety to appear and then, proceed to clause by clause consideration of the Bill.

 

At 12:53 p.m., the Committee adjourned to the call of the Chair.
