The Standing Committee on Natural Resources met at 3:31 p.m. this day, in Room 371, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Hon. Navdeep Bains, Leon Benoit, Paule Brunelle, Nathan Cullen, Russ Hiebert, Hon. Geoff Regan and Bradley R. Trost.

 

Acting Members present: Rodger Cuzner for Alan Tonks, Hon. Mark Eyking for Hon. Navdeep Bains, Royal Galipeau for Devinder Shory, Mario Laframboise for France Bonsant and Hon. Bryon Wilfert for Alan Tonks.

 

Other Members present: Francis Valeriote.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study on the Contribution of integrated approaches for providing energy services in Canadian communities.
 

Karen Farbridge, Sean Pander and Penny Ballem, Brendan Dolan and Jamie James made statements and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Geoff Regan, — In light of the deep concern expressed by every member of the Standing Committee on Natural Resources with respect to the impact the current economic crisis is having on key resource sectors, I move that the Committee ask the Natural Resources Department to provide the Committee, through the clerk, with updates which contain the number of job losses or job gains in the following sectors – mining, forestry, energy – and that the clerk circulate these reports to the members of the Committee, and that the first report should be delivered to the clerk on April 1, 2009, followed by reports on June 1, August 1, October 1 and December 1, 2009.

 

Nathan Cullen moved, — That the motion be amended by adding after the words “the number of job losses or job gains” the following: “or any projections if available”.

Debate arose thereon.

 

The question was put on the amendment of Nathan Cullen and it was negatived, by a show of hands: YEAS: 3; NAYS: 8.

 

The question was put on the motion and it was agreed to on division.

 

Paule Brunelle moved, — Pursuant to Standing Order 108(2), that the Standing Committee on Natural Resources identify the limits of the ecoEnergy programs and that it propose the necessary modifications to maximise their accessibility and their environmental impacts and that it be reported back to the House.

Debate arose thereon.

 

Mike Allen moved, — That the motion be amended by replacing the words “identify the limits of the ecoEnergy programs and that it propose” with the words “examine the ecoEnergy programs with a view to proposing”.

Debate arose thereon.

 

The question was put on the amendment of Mike Allen and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

Bradley R. Trost moved, — That the debate be now adjourned.

 

The question was put on the motion and the results of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
