The Standing Committee on Public Accounts met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Shawn Murphy, presiding.

Members of the Committee present: David Christopherson, Bonnie Crombie, Meili Faille, Derek Lee, Hon. Shawn Murphy, Bev Shipley and Terence Young.

Acting Members present: John Duncan for Andrew Saxton, Jean-Yves Roy for Pascal-Pierre Paillé and Gary Ralph Schellenberger for John Weston.

In attendance: Library of Parliament: Andrew Kitching, Analyst ; Alex Smith, Analyst.

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Wendy Loschiuk, Assistant Auditor General; Gordon Stock, Principal, Public Safety and Emergency Preparedness Canada, Justice. Department of Public Safety and Emergency Preparedness: William V. Baker, Deputy Minister; Myles Kirvan, Associate Deputy Minister; Daniel Lavoie, Associate Assistant Deputy Minister, Emergency Management and National Security Branch. Privy Council Office: Stéphane Larue, Director of Operations, Security and Intelligence.

Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Wednesday, November 4, 2009, the Committee commenced consideration of Chapter 7, "Emergency Management - Public Safety Canada" of the Fall 2009 Report of the Auditor General of Canada.

Sheila Fraser and William V. Baker made statements and, with Myles Kirvan, Daniel Lavoie and Gordon Stock, answered questions.

At 5:28 p.m., the Committee adjourned to the call of the Chair.
