The Standing Committee on Public Accounts met at 3:51 p.m. this day, in Room 237-C, Centre Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Bonnie Crombie, Luc Desnoyers, Meili Faille, Daryl Kramp, Hon. Shawn Murphy, Yasmin Ratansi, Andrew Saxton, Bev Shipley, John Weston and Terence Young.

 

Acting Members present: Hon. Wayne Easter for Bonnie Crombie.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Jerome Berthelette, Principal; Ronnie Campbell, Assistant Auditor General. Department of Indian Affairs and Northern Development : Michael Wernick, Deputy Minister; Christine Cram, Assistant Deputy Minister, Education and Social Development Programs and Partnerships Sector; Odette Johnston, Director, Social Programs Reform Directorate; Mary Quinn, Director General, Social Policy and Programs Branch.

 
Pursuant to Standing Order 108(3)(g), the Committee commenced consideration of Chapter 4, "First Nations Child and Family Services Program - Indian and Northern Affairs Canada" of the May 2008 Report of the Auditor General of Canada.
 

Sheila Fraser and Michael Wernick made statements and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, February 10, 2009, to consider the business of the Committee and agreed to make the following recommendations:

1. That pursuant to Standing Order 108(3)(g), the Committee undertake studies of:
  • Chapter 5, "Surveillance of Infectious Diseases - Public Health Agency of Canada" of the May 2008 Report of the Auditor General of Canada;
  • Chapter 7, "Detention and Removal of Individuals - Canada Border Services Agency" of the May 2008 Report of the Auditor General of Canada;
  • Chapter 1, "A Study of Federal Transfers to Provinces and Territories" of the December 2008 Report of the Auditor General of Canada;
  • Chapter 3, "Contracting for Professional Services - Public Works and Government Services Canada" of the December 2008 Report of the Auditor General of Canada;
  • Chapter 7, "Economy and Efficiency of Services - Correctional Service Canada" of the December 2008 Report of the Auditor General of Canada;
  • Chapter 2, "Governance of Small Federal Entities" of the December 2008 Report of the Auditor General of Canada.
2. That the following reports adopted and presented to the House in the Second Session of the Thirty-Ninth Parliament be adopted as reports of the Committee in the present session;

That the Chair present the reports to the House; and

That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to each report:
  • Report 12 - Chapter 4, "Military Health Care - National Defence" of the October 2007 Report of the Auditor General of Canada;
  • Report 15 - Chapter 5, "Keeping the Border Open and Secure - Canada Border Services Agency" of the October 2007 Report of the Auditor General of Canada;
  • Report 16 - Chapter 3, "Inuvialuit Final Agreement" of the October 2007 Report of the Auditor General of Canada;
  • Report 17 - Chapter 5, "Managing the Delivery of Legal Services to Government - Department of Justice Canada" of the May 2007 Report of the Auditor General of Canada;
  • Report 18 - Chapter 4, "Canadian Agricultural Income Stabilization - Agriculture and Agri-Food Canada" of the May 2007 Report of the Auditor General of Canada.
 

Daryl Kramp moved, — That the Second Report of the Subcommittee on Agenda and Procedure of the Standing Committee on Public Accounts be adopted.

Debate arose thereon.

 

David Christopherson moved, — That the Second Report of the Subcommittee on Agenda and Procedure be amended, by adding after the words: “Chapter 2, Governance of Small Federal Entities of the December 2008 Report of the Auditor General of Canada” the following: “Chapter 4, Managing Risks to Canada's Plant Resources - Canadian Food Inspection Agency of the December 2008 Report of the Auditor General of Canada”.

 

After debate, by unanimous consent, the amendment was withdrawn.

 

The question was put on the motion and it was agreed to.

 

David Christopherson moved, — That the Parliamentary Budget Officer be invited to appear before the Committee to discuss his role and issues pertaining to his independence.

Debate arose thereon.

 

On motion of Daryl Kramp, it was agreed, — That the debate on the motion be adjourned for no longer than three weeks.

 

At 5:37 p.m., the Committee adjourned to the call of the Chair.
