The Standing Committee on Government Operations and Estimates met in a televised session at 11:10 a.m. this day, in Room 237-C, Centre Block, the Chair, Derek Lee, presiding.

 

Members of the Committee present: Rob Anders, Diane Bourgeois, Patrick Brown, Paul Calandra, Jacques Gourde, Martha Hall Findlay, Derek Lee, Pat Martin, Jean-Yves Roy and Chris Warkentin.

 

Acting Members present: Gord Brown for Jacques Gourde and Hon. Geoff Regan for Hon. Dan McTeague.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst.

 

Witnesses: Treasury Board Secretariat: Alister Smith, Assistant Secretary, Expenditure Management Sector. Department of Finance: Paul Rochon, Assistant Deputy Minister, Economic and Fiscal Policy Branch. Privy Council Office: Tim Sargent, Assistant Secretary to the Cabinet, Liaison Secretariat for Macroeconomic Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 24, 2009, the Committee resumed its study of the Economic Stimulus Package.
 

Alister Smith made a statement and, with Paul Rochon and Tim Sargent, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Chris Warkentin moved, — That the Committee adopt a budget in the amount of $5,875 for its study of the federal government's procurement processes.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

 

It was agreed, — That the Committee proceed to study Bill C-18, An Act to amend the Royal Canadian Mounted Police Superannuation Act, to validate certain calculations and to amend other Acts, on Tuesday May 5, 2009.

 

Martha Hall Findlay moved, — That the Committee call as witnesses: (i) a representative of the Treasury Board Secretariat, and/or; (ii) one or more representatives from government departments receiving funding pursuant to Budget 2009 and/or Treasury Board Vote 35 of the Main Estimates for 2009, to appear before the Committee for the first thirty minutes of the first Committee meeting each sitting week until the June adjournment of the House so as to update the Committee on the government’s expenditure of funds pursuant to Budget 2009 and Treasury Board Vote 35 of the Main Estimates for 2009; and

That the Chair be empowered, on behalf of the Committee, to select witnesses, invite witnesses to appear before the committee, to summon witnesses before the committee and to compel the attendance of witnesses before the committee, pursuant to Standing Order 108.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 2; NAYS: 8.

 

At 1:10 p.m., the Committee adjourned to the call of the Chair.
