The Standing Committee on Justice and Human Rights met at 3:40 p.m. this day, in Room 269, West Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Ed Fast, Hon. Marlene Jennings, Hon. Dominic LeBlanc, Marc Lemay, Serge Ménard, Rob Moore, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Hon. Larry Bagnell for Hon. Dominic LeBlanc and Siobhan Coady for Hon. Dominic LeBlanc.

 

Other Members present: Yvon Godin.

 

In attendance: Library of Parliament: Dominique Valiquet, Analyst; Robin MacKay, Analyst.

 

Witnesses: Correctional Service Canada: Don Head, Commissioner. As an individual: Allan Manson, Professor, Queen's University, Faculty of Law.

 
Pursuant to the Order of Reference of Thursday, June 18, 2009, the Committee resumed consideration of Bill C-36, An Act to amend the Criminal Code.
 

Rob Moore moved, — That the Committee now proceed to another order of business (motion of Rob Moore, November 2, 2009).

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Allan Manson made a statement and, with Don Head, answered questions.

 
Pursuant to the Order of Reference of Wednesday, May 27, 2009, the Committee resumed consideration of Bill C-232, An Act to amend the Supreme Court Act (understanding the official languages).
 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That Rick Sauvé be invited to appear on Monday, November 16, 2009, in relation to the study of Bill C-36, An Act to amend the Criminal Code (Serious Time for the Most Serious Crime Act).

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
