The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met in a televised session at 3:36 p.m. this day, in Room 253-D, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Josée Beaudin, Dona Cadman, Ron Cannan, Raymonde Folco, Ed Komarnicki, Yves Lessard, Ben Lobb, Tony Martin, Michael John Savage and Maurice Vellacott.

 

Acting Members present: Yvon Godin for Tony Martin and Hon. Keith Martin for Hon. Maria Minna.

 

In attendance: Library of Parliament: André Léonard, Analyst.

 

Witnesses: Building and Construction Trades Department, AFL-CIO, Canadian Office: Robert Blakely, Director, Canadian Affairs. International Union of Operating Engineers: Steven Schumann, Canadian Director, Government Affairs. Quebec Employers' Council: Yves-Thomas Dorval, President; Norma Kozhaya, Director of Research and Chief Economist.

 
Pursuant to the Order of Reference of Tuesday, September 29, 2009, the Committee resumed consideration of Bill C-50, An Act to amend the Employment Insurance Act and to increase benefits.
 

Steven Schumann and Robert Blakely made statements and answered questions.

 

Yves-Thomas Dorval made a statement and, with Norma Kozhaya, answered questions.

 

At 5:13 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That the three private Members Bills before the Committee be studied as follows: each Bill will have a full meeting of the Committee, the first hour being allocated to hear the Sponsor of the Bill and the second hour to study clause-by-clause:

- Bill C-241, An Act to amend the Employment Insurance Act (removal of waiting period) on Thursday, October 29, 2009;

- Bill C-280, An Act to amend the Employment Insurance Act (qualification for and entitlement to benefits) on Tuesday, November 3, 2009; and

- Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians on Thursday, November 5, 2009.

2. That a new travel budget be drafted to include: Vancouver – Edmonton – Whitehorse – Yellowknife and Winnipeg, not necessarily in that order, and that the Clerk present the said budget to the Committee, with the least expensive option to travel to those cities, for the week of November 22 to November 28, 2009.

3. That the Committee hold meetings on November 17 and November 19, 2009 on Aboriginal and rural poverty, and that, on the first two weeks of December 2009, the Committee hold meetings with witnesses on poverty.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
