The Standing Committee on Health met at 3:30 p.m. this day, in Room 209, West Block, the Chair, Joy Smith, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Patrick Brown, Colin Carrie, Patricia Davidson, Nicolas Dufour, Luc Malo, Cathy McLeod, Joyce Murray, Joy Smith, Tim Uppal and Judy Wasylycia-Leis.

 

Acting Members present: Francis Valeriote for Kirsty Duncan.

 

In attendance: Library of Parliament: Marie Chia, Analyst; Karin Phillips, Analyst.

 

Witnesses: BIOTECanada: Peter Brenders, President and Chief Executive Officer. Dalhousie University: Jocelyn Downie, Canada Research Chair in Health Law and Policy, Professor of Law and Medicine. Université de Montréal: Jean L. Rouleau, Dean, Faculty of Medecine. University of Toronto: Trudo Lemmens, Associate Professor, Faculties of Law and Medicine.

 
Pursuant to Standing Orders 110 and 111, the Committee resumed consideration of the Order-in-Council appointment of Bernard Michel Prigent to the position of member of the Governing Council of the Canadian Institutes of Health Research which was referred to the Committee on Wednesday, October 21, 2009.
 

The witnesses made statements and answered questions.

 

Judy Wasylycia-Leis moved, — That, pursuant to Standing Order 110 and 111, your Committee has considered the Order-in-Council of Bernard Michel Prigent to the position of member of the Governing Council the Canadian Institutes of Health Research referred to the Committee on Wednesday, October 21, 2009.

Your Committee has examined the qualifications and competence of the appointee and finds that due to the fact that Bernard Michel Prigent's competencies and abilities are compromised by his employment responsibilities, his ability to perform Governing Council duties with respect to the public interest objectives of the Canadian Institutes of Health Research Act is seriously impeded. This Committee calls on the Prime Minister to withdraw Bernard Michel Prigent's appointment to the Governing Council of the Canadian Institutes of Health Research.

Debate arose thereon.

 

On motion of Carolyn Bennett, it was agreed, — That the motion be amended by deleting all the words after “October 21, 2009” and by adding the words “and heard sufficient concerns that the Committee calls on the Prime Minister to withdraw this appointment”.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Carolyn Bennett, Joyce Murray, Francis Valeriote, Judy Wasylycia-Leis — 4; NAYS: Patrick Brown, Colin Carrie, Patricia Davidson, Nicolas Dufour, Luc Malo, Cathy McLeod, Tim Uppal — 7.

 

Judy Wasylycia-Leis moved, — That, pursuant to Standing Order 110 and 111, your Committee has considered the Order-in-Council of Bernard Michel Prigent to the position of member of the Governing Council the Canadian Institutes of Health Research referred to the Committee on Wednesday, October 21, 2009.

The Committee expresses its concern that Bernard Michel Prigent's competencies and abilities may be compromised by his employment responsabilities, and that his ability to perfom Governing Council duties with respect to the public interest objectives of Canadian Institutes of Health Research set out in the Canadian Institutes of Health Research Act may be seriously impeded.

Debate arose thereon.

 

By unanimous consent, the motion was withdrawn.

 

At 5:10 p.m., the sitting was suspended.

At 5:11 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 26, 2009, the Committee resumed its study on health human resources - Report 1: Promoting Innovative Approaches to Health Human Ressources Challenges in Canada.
 

The Committee commenced consideration of a draft report.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
