The Standing Committee on Foreign Affairs and International Development met at 3:29 p.m. this day, in Room 371, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Lois Brown, Johanne Deschamps, Paul Dewar, Peter Goldring, Francine Lalonde, James Lunney, Bernard Patry, Glen Douglas Pearson and Kevin Sorenson.

 

Acting Members present: Claude Guimond for Francine Lalonde, Hon. John McKay for Hon. Bob Rae and Blake Richards for Deepak Obhrai.

 

In attendance: Library of Parliament: James Lee, Analyst; Melissa Radford, Analyst.

 

Witnesses: Department of Foreign Affairs and International Trade: Louise Léger, Director General, Trade Commissioner Service - Client Services (BSD); Donica Pottie, Director, Democracy and War Economies Division; Sabine Nölke, Director, United Nations, Human Rights and Economic Law Division; Sara Wilshaw, Director, Trade Commissioner Service Support. House of Commons: Rob R. Walsh, Law Clerk and Parliamentary Counsel.

 
Pursuant to the Order of Reference of Wednesday, April 22, 2009, the Committee commenced consideration of Bill C-300, An Act respecting Corporate Accountability for the Activities of Mining, Oil or Gas in Developing Countries.
 

Louise Léger made a statement and, with the other witnesses, answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:32 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2), and the motion adopted by the Committee on Monday, May 11, 2009, the Committee proceeded to a briefing on legal issues concerning a Committee's powers to have individuals appear.
 

Rob R. Walsh answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Paul Dewar moved, — That the Chair write to the Minister of Foreign Affairs requesting him to provide travel documents to Mr. Abousfian Abdelrazik, a Canadian citizen who has been stranded in Sudan since 2003.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 
Pursuant to Standing Order 106(2), the Committee proceeded to the election of a Vice-Chair.
 

On motion of Johanne Deschamps, it was agreed, — That Francine Lalonde be elected Second Vice-Chair of the Committee.

 

At 5:25 p.m., the Committee adjourned to the call of the Chair.
