The Standing Committee on Foreign Affairs and International Development met at 3:34 p.m. this day, in Room 237-C, Centre Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Lois Brown, Johanne Deschamps, Paul Dewar, James Lunney, Deepak Obhrai, Bernard Patry, Glen Douglas Pearson, Hon. Bob Rae and Kevin Sorenson.

 

Acting Members present: Hon. Mauril Bélanger for Bernard Patry, Blaine Calkins for Peter Goldring, Raymonde Folco for Hon. Bob Rae and Francine Lalonde for Paul Crête.

The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Sixth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, May 14, 2009, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee hold its first session concerning Bill C-300, An Act respecting Corporate Accountability for the Activities of Mining, Oil or Gas in Developing Countries,(CSR) on Monday, May 25 and that John McKay MP be invited to appear on the said bill;

2. That the Library of Parliament analysts prepare a verbal summary of a draft report concerning Canada/US relations to be presented to the Committee on Wednesday, May 27, 2009;

3. That the Committee agree to hear from witnesses on Bill C-300 (CSR) during the first hour of the meeting on June 1, 2009

4. That the Committee meet with Fabienne Hara, Vice-President (Multilateral) of International Crisis Group, for a briefing on Sudan, on Tuesday, May 26, 2009, from 3:30 to 4:30;

5. That the Law Clerk of the House of Commons be invited to appear during the second hour of the meeting on June 1, 2009, with regard to a legal opinion that has been requested by the Committee;

6. That Lucien Bradet be invited to appear before the Committee during the first hour of the meeting on June 3, 2009, concerning the situation in the Great Lakes region of Africa;

7. That the Committee begin study of a draft report on Canada / US relations in relation to their study of key elements of Canadian foreign policy during the second hour of the meeting on June 3, 2009 and continue study of the draft report on June 8 and June 10, 2009, if necessary;

8. That Abousfian Abdelrazik be invited to appear before the Committee tentatively on June 15, 2009.

 

On motion of Paul Dewar, it was agreed, — That the report of the Subcommittee be concurred in.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2009-2010: Votes 1, 5, 10, 15, 25, 30, L35, 40 and 45 under Foreign Affairs and International Trade referred to the Committee on Thursday, February 26, 2009.
 

The Minister made a statement and answered questions.

 

At 4:42 p.m., the sitting was suspended.

At 4:46 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 10, 2009, the Committee resumed its study of key elements of Canadian foreign policy.
 

H.E. Bawoumondom Amelete and H.E. Juliette Bonkoungou Yameogo made statements and, with the other witnesses, answered questions.

 

At 5:30 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

At 5:39 p.m., the Committee adjourned to the call of the Chair.
