The Standing Committee on Citizenship and Immigration met in a televised session at 9:05 a.m. this day, in Room 253-D, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Paul Calandra, Rick Dykstra, Nina Grewal, Hon. Jim Karygiannis, Alexandra Mendes, Pascal-Pierre Paillé, Devinder Shory, Thierry St-Cyr, David Tilson and Alice Wong.

 

Acting Members present: Irene Mathyssen for Olivia Chow.

 

Associate Members present: Dean Del Mastro.

 

Other Members present: Claude Bachand and Bernard Bigras.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daniel Thompson, Analyst.

 

Witnesses: Intercede: Eunice Quash; Agatha Mason, Executive Director. Migrante Ontario: Aimée Beboso, Member. Mamann Sandaluk, Immigration Lawyers: Rafael Fabregas, Barrister and Solicitor. Canadian Labour Congress: Karl Flecker, National Director, Anti-Racism and Human Rights Department. United Steelworkers: Peter Leibovitch, Liaison Officer with Independent Workers Association, District 6. Canadian Labour Congress: Hassan Yussuff, Secretary-Treasurer.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Thierry St-Cyr moved, — That, notwithstanding the referral order adopted Thursday, May 7, the Committee proceed immediately and without further delay with the clause-by-clause consideration of Bill C-291 - An Act to amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171) and that this clause-by-clause consideration be completed before the Committee undertake any other business.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Alexandra Mendes, Pascal-Pierre Paillé, Thierry St-Cyr — 3; NAYS: Paul Calandra, Rick Dykstra, Nina Grewal, Irene Mathyssen, Devinder Shory, Alice Wong — 6.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 7, 2009, the Committee resumed its study of ghost consultants and migrant workers.
 

Eunice Quash, Aimée Deboso and Agatha Mason made statements and answered questions.

 

At 10:32 a.m., the sitting was suspended.

At 10:36 a.m., the sitting resumed.

 

Rafael Fabregas, Peter Leibovitch, Hanssan Yussuff and Karl Flecker answered questions.

 

At 11:00 a.m., the Committee adjourned to the call of the Chair.
