The Standing Committee on Veterans Affairs met by teleconference session at 9:01 a.m. this day, in Room 112-N, Centre Block, the Chair, David Sweet, presiding.

 

Members of the Committee present: Guy André, Greg Kerr, Ben Lobb, Colin Mayes, Phil McColeman, Robert Oliphant, Hon. Judy Sgro, Peter Stoffer, Brian Storseth and David Sweet.

 

Acting Members present: Gérard Asselin for Roger Gaudet and Francis Scarpaleggia for Scott Andrews.

 

In attendance: Library of Parliament: James Cox; Michel Rossignol.

 

Witnesses: Department of Veterans Affairs: Rachel Corneille Gravel, Ste. Anne's Hospital; Brian Ferguson, Policy, Programs and Partnerships; Darragh Mogan, Policy and Research.

 
Pursuant to Standing Order 108(2), the Committee commenced its review of the transfer of Ste-Anne Hospital to provincial jurisdiction.
 

Brian Ferguson made a statement and answered questions.

 

Rachel Corneille Gravel from Montreal, Quebec and Darragh Mogan from Charlottetown, Prince Edward Island answered questions by teleconference.

 

The Committee resumed consideration of the motion of Guy André which reads as follows:

That, pursuant to Standing Order 108(2), the Standing Committee on Veterans’ Affairs study the problem of suicide among former members of the Canadian Forces, and report its observations and recommendations to the House;

And of the amendment of Greg Kerr: -That the following words be added to the motion:

“within its study on the New Veterans charter Review”.

 

After debate, the question was put on the amendment of Greg Kerr and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

Judy Sgro moved, — That the Committee recommends that the government immediately convene a full and public judicial enquiry into the Agent Orange tragedy at Canadian Forces Base Gagetown.

 

Brian Storseth moved, — That debate be adjourned on the motion.

 

The question was put on the motion and it was negatived.

 

Robert Oliphant moved, — That the motion be amended by replacing the words “Agent Orange Tragedy” with the words “chemical spraying of substances such as Agent Orange between 1956 to the present”.

 

At 11:00 a.m., the Committee adjourned to the call of the Chair.
