The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 11:07 a.m. this day, in Room 237-C, Centre Block, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Rob Clarke, Jean Crowder, Earl Dreeshen, John Duncan, Marc Lemay, Yvon Lévesque, LaVar Payne, Greg Rickford, Todd Norman Russell and Bruce Stanton.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Witnesses: Office of the Correctional Investigator: Ivan Zinger, Executive Director and General Counsel; Howard Sapers, Correctional Investigator. Correctional Service Canada: Don Head, Commissioner.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Marc Lemay moved, — That the Minister of Indian Affairs and Northern Development be invited to appear before the Committee on the Supplementary Estimates (B), 2009-2010 before the reporting deadline.

 

After debate, the question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 20, 2009, the Committee commenced its study of the findings in the Correctional Investigator’s Report regarding the incarceration of Aboriginal women.
 

Ivan Zinger and Howard Sapers made statements and answered questions.

 

At 12:08 p.m., the sitting was suspended.

At 12:16 p.m., the sitting resumed.

 

Don Head made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
