Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Simard (Saint Boniface), seconded by Ms. Keeper (Churchill), Bill C-498, An Act to amend the Canadian Wheat Board Act (members of the board), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Miller (Bruce—Grey—Owen Sound), seconded by Mr. Cannan (Kelowna—Lake Country), Bill S-215, An Act to protect heritage lighthouses, was read the first time and ordered for a second reading at the next sitting of the House.

Mrs. Mathyssen (London—Fanshawe), seconded by Mr. Siksay (Burnaby—Douglas), moved, — That the First Report of the Standing Committee on Status of Women, presented on Thursday, November, 29, 2007, be concurred in. (Concurrence in Committee Reports No. 4)

The question was put on the motion and it was agreed to.


By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, the debate pursuant to Standing Order 66 scheduled for tonight be deemed to have taken place and the First Report of the Standing Committee on Aboriginal Affairs and Northern Development, presented on Monday, December 3, 2007, be concurred in.


Mr. Hill (Secretary of State), seconded by Mr. Day (Minister of Public Safety), moved, — That, notwithstanding any Standing Order or usual practice of the House, on any day that Bill C-3, An Act to amend the Immigration and Refugee Protection Act (certificate and special advocate) and to make a consequential amendment to another Act, is under consideration, the House shall sit beyond the ordinary hour of daily adjournment and shall not be adjourned before such proceedings have been completed except pursuant to a motion to adjourn proposed by a Minister of the Crown.

The question was put on the motion and, more than 15 Members having risen to object, pursuant to Standing Order 56.1(3), the motion was deemed withdrawn.

Statement by the Speaker

The Speaker ruled the putting of the question on the motion moved earlier today pursuant to Standing Order 56.1 null and void and that the question on the motion pursuant to Standing Order 56.1 may now be put again.

Accordingly, pursuant to Standing Order 56.1(1), Mr. Hill (Secretary of State), seconded by Mr. Day (Minister of Public Safety), moved, — That, notwithstanding any Standing Order or usual practice of the House, on any day that Bill C-3, An Act to amend the Immigration and Refugee Protection Act (certificate and special advocate) and to make a consequential amendment to another Act, is under consideration, the House shall sit beyond the ordinary hour of daily adjournment and shall not be adjourned before such proceedings have been completed except pursuant to a motion to adjourn proposed by a Minister of the Crown.

The question was put on the motion and, less than 25 Members having risen to object, pursuant to Standing Order 56.1(3), the motion was adopted.

Private Members' Business

Ms. Sgro (York West), seconded by Mrs. Jennings (Notre-Dame-de-Grâce—Lachine), moved, — That, in the opinion of the House, the government should reaffirm that: (a) there is no death penalty in Canada; (b) it is the policy of the government to seek clemency, on humanitarian grounds, for Canadians sentenced to death in foreign countries; and (c) Canada will continue its leadership role in promoting the abolition of the death penalty internationally. (Private Members' Business M-411)

Debate arose thereon.
