The Standing Committee on Transport, Infrastructure and Communities met at 11:06 a.m. this day, in Room 269, West Block, the Chair, Mervin Tweed, presiding.

Members of the Committee present: Robert Carrier, Ed Fast, Brian Jean, Mario Laframboise, John Maloney, Brian Masse, Bev Shipley, Mervin Tweed, Hon. Joseph Volpe, Jeff Watson and Paul Zed.

In attendance: Library of Parliament: John Christopher, Analyst.

Witnesses: Association of Canadian Port Authorities: Sean Hanrahan, Chair; Gary Leroux, Executive Director. Vancouver Fraser Port Authority: Gordon Houston, President and Chief Executive Officer. Montreal Port Authority: Patrice Pelletier, President and Chief Executive Officer.

Pursuant to the Order of Reference of Tuesday, December 4, 2007, the Committee commenced consideration of Bill C-23, An Act to amend the Canada Marine Act, the Canada Transportation Act, the Pilotage Act and other Acts in consequence.

Sean Hanrahan made a statement and, with the other witnesses, answered questions.

At 12:34 p.m., the sitting was suspended.

At 12:41 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

By unanimous consent, Brian Jean moved, — That the Standing Committee on Transport, Infrastructure and Communities undertake public consultation concerning the current status of navigation protection of our waterways to improve the governance, use, and protection of such waterways by either amending or replacing the current Navigable Waters Protection Act and that following that review, the Committee report its findings to the House of Commons.

Debate arose thereon.

After debate, the question was put on the motion and it was agreed to.

At 1:00 p.m., the Committee adjourned to the call of the Chair.
