The Standing Committee on Public Safety and National Security met at 3:34 p.m. this day, in Room 209, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Garry Breitkreuz, Bonnie Brown, Gord Brown, Hon. Roy Cullen, Hon. Ujjal Dosanjh, Dave MacKenzie, Colin Mayes, Rick Norlock, Penny Priddy and Ève-Mary Thaï Thi Lac.

 

Acting Members present: Christian Ouellet for Serge Ménard.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Sonya Norris, Analyst.

 

Witnesses: Commission for Public Complaints Against the Royal Canadian Mounted Police: Paul E. Kennedy, Chair; Michael P. MacDonald, Director, Strategic Policy and Research. Office of the Police Complaints Commissioner of British Columbia: Dirk Ryneveld, Commissioner.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, December 11, 2007, the Committee resumed its study of the Taser.
 

The witnesses made statements and answered questions.

 

At 5:13 p.m., the sitting was suspended.

At 5:15 p.m., the sitting resumed in camera.

 

It was agreed, — That the proposed budget in the amount of $ 499, for a visit to the Royal Canadian Mounted Police Headquarters, Vanier Parkway, Ottawa, on March 31, 2008, be adopted.

 

It was agreed, — That the tentative itinenary for travel to Vancouver, British Columbia, on April 2, 3 and 4, 2008, be adopted.

 

It was agreed, — That the draft report on the Review of the Witness Protection Program study adopted on Monday, March 3, 2008, be amended, in recommendation 7, by adding after the word: “programs” the following: “This would include, wherever possible, an expansion of the options available as set out in section 486 of the Criminal Code of Canada, and any Provincial, Territorial or Municipal equivalents, in order to facilitate testimony by witnesses to crimes who do not wish to enter a formal witness protection program”.

 

At 5:20 p.m., the Committee adjourned to the call of the Chair.
