The Standing Committee on Procedure and House Affairs met in a televised session at 11:07 a.m. this day, in Room 253-D, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Dominic LeBlanc, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Charlie Angus for Yvon Godin, Colleen Beaumier for Hon. Karen Redman, Meili Faille for Michel Guimond and Pierre Poilievre for Pierre Lemieux.

 

Associate Members present: Ken Epp.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 
Pursuant to the Order of Reference of Thursday, November 1, 2007, the Committee commenced consideration of Bill C-16, An Act to amend the Canada Elections Act (expanded voting opportunities) and to make a consequential amendment to the Referendum Act.
 

Karen Redman moved, — That the meeting be televised.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to.

 

It was agreed, — That the members submit their lists of potential witnesses for Bill C-16 to the Clerk no later than 3:00 p.m. this day.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Karen Redman moved, — That the Standing Committee on Procedure and House Affairs investigate the actions of the Conservative Party of Canada during the 2006 election, in relation to which Elections Canada has refused to reimburse Conservative candidates for illegitimate election campaign expenses.

Debate arose thereon.

 

Pierre Poilievre moved, — That the motion be amended by replacing the words “2006 election” with the following: “2004 and 2006 federal elections”; and by replacing all the words after the word “relation” with the following: “and in comparison to the election campaign expenses of the Liberal Party of Canada, and where Elections Canada has refused to reimburse some Conservative candidates for election campaign expenses”.

Debate arose thereon.

 

Joe Preston moved, — That the amendment be amended by adding after the words “Liberal Party of Canada” the following: “and all other political parties”.

Debate arose thereon.

 

At 12:44 p.m., the Committee adjourned to the call of the Chair.
