The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Gary Goodyear, Michel Guimond, Hon. Marlene Jennings, Hon. Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Larry Bagnell for Hon. Dominic LeBlanc, Paul Dewar for Yvon Godin, Marc Lemay for Michel Guimond, Marc Lemay for Pauline Picard and Louis Plamondon for Michel Guimond.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 
Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by four (4) members of the Committee to discuss whether or not they will proceed to the consideration of C-6, An Act to amend the Canada Elections Act (visual identification of voters) at the following meeting of the committee, and what witnesses, budget and meeting allocations will be required to complete such a study.
 

Tom Lukiwski moved, — That the Committee proceed to the consideration of Bill C-6, An Act to amend the Canada Elections Act (visual identification of voters) at its next regularly scheduled meeting, including what witnesses, budget and meeting allocations will be required to complete such a study.

Debate arose thereon.

 

Marlene Jennings moved, — That the motion be amended by deleting all the words after “(visual identification of voters)” and replacing it with the following: “and that the above mentioned study commence at the meeting of the Committee immediately following the Committee's completion of its investigation of the actions of the Conservative Party of Canada during the 2006 election in relation to which Elections Canada has refused to reimburse Conservative candidates for illegitimate election campaign expenses and the tabling in the House of the Committee's report”.

 

The Chair ruled the amendment inadmissible.

RULING BY THE CHAIR

The amendment is beyond the scope of the initial motion.

 

Whereupon, Michel Guimond appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division: YEAS: Pierre Lemieux, Tom Lukiwski, Joe Preston, Scott Reid — 4; NAYS: Larry Bagnell, Paul Dewar, Michel Guimond, Marlene Jennings, Pauline Picard, Marcel Proulx, Karen Redman — 7.

 

The Committee resumed consideration of the amendment of Marlene Jennings, — That the motion be amended by deleting all the words after “(visual identification of voters)” and replacing it with the following: “and that the above mentioned study commence at the meeting of the Committee immediately following the Committee's completion of its investigation of the actions of the Conservative Party of Canada during the 2006 election in relation to which Elections Canada has refused to reimburse Conservative candidates for illegitimate election campaign expenses and the tabling in the House of the Committee's report”.

The debate continued.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
