The Standing Committee on Public Accounts met in camera at 9:03 a.m. this day, in Room 362, East Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Brian Fitzpatrick, Mark Holland, Hon. Charles Hubbard, Jean-Yves Laforest, Mike Lake, Marcel Lussier, Hon. Shawn Murphy, Pierre Poilievre, David Sweet, John Williams and Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst; Alex Smith, Analyst.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 9, Pension and Insurance Administration - Royal Canadian Mounted Police of the November 2006 Report of the Auditor General of Canada.
 

The Committee resumed consideration of a draft report.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

The Subcommittee on Agenda and Procedure of the Standing Committee on Public Accounts has the honour to present its SECOND REPORT

Your Subcommittee met on Monday, November 26, 2007, to consider the business of the Committee and agreed to make the following recommendations:

1. That the committee agree to the following schedule:

  • December 4, Chapter 9, November 2006 Auditor General's Report (RCMP);
  • December 6, Chapter 9, November 2006 Auditor General's Report (RCMP);
  • December 11, Barbara George hearings;
  • December 13, October 2007 Auditor General's Chapters;

2. That the Committee study the following chapters of the Auditor General's October 2007 report in the following order:

  • Chapter 4, Military Health Care - National Defence;
  • Chapter 5, Keeping the Border Open and Secure - Canada Border Services Agency;
  • Chapter 1, Safeguarding Government Information and Assets in Contracting;

3. That, on behalf of the Committee, the Chair send a letter to Barbara George calling her to appear before the committee on December 11th to explain her previous testimony before the Committee;

4. That Committee staff assist Barbara George and / or her legal counsel in accessing all relevant Committee documents related to her previous testimony before the Committee;

5. That the practice of the Public Accounts Committee, when seeking a response from a government department, be to address its correspondence to the Minister and copy the Deputy Minister, and highlight the usual practice that it is generally the Deputy Minister who answers on behalf of the department when responding to requests from the Public Accounts Committee.

It was agreed, — That the Second Report of the Subcommittee on Agenda and Procedure be adopted.

 

It was agreed, — That RCMP Commissioner William Elliot be called to explain his decision to reinstate Barbara George to her position as Deputy Commissioner, prior to the Public Accounts Committee being able to report on the matter of Barbara George's previous testimony to the Committee.

 

At 11:02 a.m., the Committee adjourned to the call of the Chair.
