The Standing Committee on Government Operations and Estimates met at 9:00 this day, in Room 371, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Charlie Angus, Diane Bourgeois, Patrick Brown, Meili Faille, Raymonde Folco, Mark Holland, Daryl Kramp, Hon. Diane Marleau, James Moore, Mario Silva and Chris Warkentin.

 

Acting Members present: Hon. Charles Hubbard for Mario Silva.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst. House of Commons: Gregory Tardi, Parliamentary Counsel (Legal).

 

Witnesses: As an individual: Réjean Chartrand, Former Director of Economic Development and Strategic Projects at the City of Ottawa. City of Ottawa: Kent Kirkpatrick, City Manager; Rick O'Connor, City Solicitor. Treasury Board Secretariat: Wayne G. Wouters, Secretary.

 

Other Participants present: Borden Ladner Gervais LLP: Peter K. Doody, Legal counsel for the City of Ottawa. Treasury Board Secretariat: Michel LeFrançois, General Counsel, Secretariat Legal Services Branch.

 
Pursuant to Standing Order 108(2) and the motions adopted by the Committee on Tuesday, February 5 and 12, 2008, the Committee commenced its study of the Light Rail Transit Project.
 

Wayne Wouters and Kent Kirkpatrick made statements and, with Réjean Chartrand, answered questions.

 

At 11:00 , the Committee adjourned to the call of the Chair.
