The Standing Committee on the Status of Women met at 9:04 a.m. this day, in Room 308, West Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Sylvie Boucher, Patricia Davidson, Nicole Demers, Johanne Deschamps, Irene Mathyssen, Hon. Maria Minna, Hon. Anita Neville, Glen Douglas Pearson, Yasmin Ratansi and Bruce Stanton.

 

Acting Members present: Nancy Karetak-Lindell for Hon. Anita Neville.

 

Senators present: Hon. Nancy Ruth, Senator

 

In attendance: Library of Parliament: Shahrzad Mobasher Fard, Analyst; Clara Morgan, Analyst; Karine Richer, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Anne Marie Smith, Deputy Legal Advisor. Assembly of First Nations: Kathleen McHugh, Chair, Assembly of First Nations Women's Council; Marie Frawley-Henry, Senior Policy Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 21, 2007, the Committee resumed its study on Gender Budgets.
 

Sheila Fraser made a statement and answered questions.

 

At 10:03 a.m., the sitting was suspended.

At 10:04 a.m., the sitting resumed.

 

Kathleen McHugh made a statement and, with Marie Frawley-Henry, answered questions.

 

At 10:38 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed.

 

At 10:40 a.m., Patricia Davidson, Vice-Chair, took the Chair.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Maria Minna moved, — That, the government appoint an independent commissioner for gender budgeting analysis immediately to conduct a gender based analysis of the budgetary policies of the government, and that the Chair report the adoption of this motion to the House without delay.

Debate arose thereon.

 

Glen Douglas Pearson moved, — That the motion be amended by replacing the words “of the budgetary policies of the government” with the words “of governmental policies, including budget policies”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Glen Douglas Pearson and it was agreed to.

 

The Committee resumed consideration of the motion, as amended, of Maria Minna, — That, the government appoint an independent commissioner for gender budgeting analysis immediately to conduct a gender based analysis of governmental policies, including budget policies, and that the Chair report the adoption of this motion to the House without delay.

The debate continued.

 

Nicole Demers moved, — That consideration of the motion be postponed until the next Committee meeting.

 

By unanimous consent, Maria Minna moved, — That, the government introduce gender analysis legislation as recommended in the 2005 final report by The Expert Panel on Accountability Mechanisms for Gender Equality, entitled “Equality for Women: Beyond the Illusion”, and that the Chair report the adoption of this motion to the House without delay.

Debate arose thereon.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 2.

 

It was agreed, — That the Committee be authorized to purchase gifts to be presented to foreign hosts and visiting delegations.

 

At 11:01 a.m., the Committee adjourned to the call of the Chair.
