The Standing Committee on Canadian Heritage met by videoconference at 3:32 p.m. this day, in Room 214, Wellington Building, the Chair, Gary Schellenberger, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Hon. Michael D. Chong, Hon. Denis Coderre, Dean Del Mastro, Ed Fast, Hon. Hedy Fry, Luc Malo, Maria Mourani, Gary Schellenberger, Hon. Andy Scott and Bill Siksay.

 

In attendance: Library of Parliament: Michael Dewing, Analyst; Marion Ménard, Analyst.

 

Witnesses: Canadian Television Fund: Stéphane Cardin, Vice-President, Strategic Policy Planning and Stakeholder Relations; Valerie Creighton, President; Paul Gratton, Chair of the Board of Directors.

 
Pursuant to Standing Order 108(2), the Committee commenced the study of questions regarding the Canadian Television Fund.
 

Paul Gratton made a statement and, with Valerie Creighton and Stéphane Cardin, answered questions.

 

At 4:58 p.m., the sitting was suspended.

At 5:03 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed Consideration of the motion proposed by Maria Mourani on Thursday June 12, 2008 — That, pursuant to Standing Order 108(2), the Committee reports the following to the House at the first opportunity:

The Standing Committee on Canadian Heritage recommends that the government commit to allocating to the Canadian Television Fund long-term funding that is indexed to private sector increases so that the share allocated to CBC/SRC productions is always at least 37% of total funding regardless of the government’s follow-up to the recent CRTC recommendations on the Canadian Television Fund.

The debate continued.

 

Hedy Fry moved, — That the motion be amended by adding after the word “funding” the following: “The envelope of public funding allocated traditionally to the other public, not for profit and educational broadcasters must also be maintained and similarly indexed”.

Debate arose thereon.

 

The question was put on the amendment of Hedy Fry and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

 

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee reports the following to the House at the first opportunity:

The Standing Committee on Canadian Heritage recommends that the government commit to allocating to the Canadian Television Fund long-term funding that is indexed to private sector increases and that the share allocated to CBC/SRC productions is always at least 37% of total funding. The envelope of public funding allocated traditionally to the other public, not for profit and educational broadcasters must also be maintained and similarly indexed, regardless of the government’s follow-up to the recent CRTC recommendations on the Canadian Television Fund.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
