At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Agriculture and Agri-Food of Bill C-300, An Act to amend the Canadian Wheat Board Act (direct sale of grain).

Mr. Ritz (Battlefords—Lloydminster), seconded by Mr. Anderson (Cypress Hills—Grasslands), moved, — That the Bill be now read a second time and referred to the Standing Committee on Agriculture and Agri-Food.

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.

Business of Supply

The Order was read for the consideration of the Business of Supply.

Ms. Neville (Winnipeg South Centre), seconded by Mr. St. Amand (Brant), moved, — That the House recognize the urgent need to improve the quality of life of Canada’s Aboriginals, First Nations, Inuit and Métis, living both on and off reserve, which requires focused and immediate initiatives by the government in areas such as health, water, housing, education, and economic opportunities and, especially, immediately moving forward with the implementation of the Kelowna Accord with its full funding commitments.

Debate arose thereon.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Day (Minister of Public Safety), seconded by Mr. Toews (Minister of Justice and Attorney General of Canada), Bill C-21, An Act to amend the Criminal Code and the Firearms Act (non-registration of firearms that are neither prohibited nor restricted), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Presenting Reports from Committees

Mr. Mayes (Okanagan—Shuswap), from the Standing Committee on Aboriginal Affairs and Northern Development, presented the Third Report of the Committee (findings contained in the Fifth Report of the Standing Committee on Aboriginal Affairs and Northern Development presented to the House during the First Session of the 38th Parliament). — Sessional Paper No. 8510-391-42.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, beginning at 6:00 p.m. today and ending at the end of Government Orders, the Chair shall not receive any amendments, dilatory motions or quorum calls; when no Member rises to speak during the debate on the Opposition motion today, or no later than 9:00 p.m., whichever is earlier, all questions necessary to dispose of the motion be deemed put and a recorded division be deemed requested and deferred to Tuesday, June 20, 2006, at the expiry of the time provided for Oral Questions; when debate on the Opposition motion has concluded, the government may call Bill C-3, An Act respecting international bridges and tunnels and making a consequential amendment to another Act, and Bill C-5, An Act respecting the establishment of the Public Health Agency of Canada and amending certain Acts; if any recorded division is requested for Bill C-3 or Bill C-5, it shall stand deferred to Tuesday, June 20, 2006, at the expiry of the time provided for Oral Questions; and when no Member rises to speak to Bill C-3 and Bill C-5, or at the end of Government Orders, whichever is earlier, the House shall adjourn to the next sitting day.


By unanimous consent, it was ordered, — That, in relation to its study on biofuel strategy, 12 members of the Standing Committee on Agriculture and Agri-Food be authorized to travel to Ville Ste. Catherine, Quebec, on June 20, 2006, and that the necessary staff do accompany the Committee.

Government Orders

Pursuant to Order made earlier today, the Order was read for the consideration at report stage of Bill C-3, An Act respecting international bridges and tunnels and making a consequential amendment to another Act, as reported by the Standing Committee on Transport, Infrastructure and Communities with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected for debate Motion No. 3.

Mr. Flaherty (Minister of Finance) for Mr. Cannon (Minister of Transport, Infrastructure and Communities), seconded by Mr. Thompson (Minister of Veterans Affairs), moved Motion No. 3, — That Bill C-3, in Clause 15, be amended by replacing subsection (2) with the following:

“(2) Before recommending that a regulation be made under subsection (1), the Minister shall, if in the opinion of the Minister it is necessary having regard to all the circumstances, consult with the other levels of government that have jurisdiction over any place where an international bridge or tunnel is situated and with any person who, in the opinion of the Minister, has a direct interest in the matter.”
