The Standing Committee on Public Safety and National Security met in camera at 3:36 p.m. this day, in Room 371, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Gord Brown, Joe Comartin, Carole Freeman, Laurie Hawn, Susan Kadis, Tina Keeper, Dave MacKenzie, Serge Ménard and Rick Norlock.

 

Acting Members present: Alan Tonks for Hon. Raymond Chan.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That the Committee undertake a study of the Main Estimates 2006-2007 and invite the Minister of Public Safety and the relevant agency heads or representatives to appear before the Committee.

2. That the Committee not examine the Order in Council Appointments of Susanne Hurtubise as Deputy Minister of Public Safety and Emergency Preparedness and William J.S. Elliott as Associate Deputy Minister of Public Safety and Emergency Preparedness referred to it April 26, 2006 pursuant to Standing Order 110(1).

3. That the Routine Motion adopted May 1, 2006 establishing the Subcommittee on Agenda and Procedure and outlining its membership be amended to read as follows: That the Subcommittee on Agenda and Procedure be composed of the Chair, the two Vice-Chairs, the Parliamentary Secretary to the Minister of Public Safety and a member of the other opposition party.

4. That the request from the Falun Dafa Association of Canada that the Committee undertake a study and hearings regarding the treatment of Falun Gong Practioners in Canada be referred to the Standing Committee on Foreign Affairs and International Development.

 

On motion of Dave MacKenzie, it was agreed, — That the Subcommittee report be adopted.

 

On motion of Rick Norlock, it was agreed, — That the Minister of Public Safety and the relevant agency heads or representatives be invited to appear before the Committee on June 7, 2006 regarding the Main Estimates.

 

On motion of Susan Kadis, it was agreed, — That the Committee be briefed by the Department of Public Safety and its agencies.

 

It was agreed, — That the Auditor General and its officials be invited to appear before the Committee in regards to Chapter 4 of the 2006 Report of the Auditor General concerning the Canadian Firearms Program.

 

It was agreed, — That the Chair and Committee Members of the Security Intelligence Review Committee be invited to appear before the Committee regarding the Main Estimates in the Fall.

 

At 4:08 p.m., the Committee adjourned to the call of the Chair.
