The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met at 11:07 a.m. this day, in Room 307, West Block, the Chair, Jason Kenney, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Hon. Jason Kenney, Wajid Khan, Wayne Marston, Mario Silva, Kevin Sorenson and Caroline St-Hilaire.

 

In attendance: Library of Parliament: Marcus Pistor, Analyst.

 

Witnesses: Université du Québec à Montréal: Dulce-Maria Cruz-Herrera, Research Associate, Centre de recherche sur l'immigration, l'ethnicité et la citoyenneté. Carleton University: Archibald R. M. Ritter, Economics and International Affairs.

 
Pursuant to the motion adopted by the Standing Committee on Foreign Affairs and International Development, May 10, 2006 and the motion adopted by the Subcommittee, October 24, 2006, the Subcommittee resumed its study on Human Rights in Cuba.
 

Dulce-Maria Cruz-Herrera and Archibald R. M. Ritter made opening statements and answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That The Chair present the Fifth Report from the Subcommittee on International Human Rights to the Standing Committee on Foreign Affairs and International Development, which read as follows:

The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development has the honour to present its FIFTH REPORT

Pursuant to Standing Order 108(2), and a motion adopted by the Subcommittee on Tuesday, May 1, 2007, your Subcommittee reports the following:

Whereas senior Iranian government officials have consistently violated the prohibition in Article Three (c) of the Genocide Convention against the direct and public incitement to commit genocide, in their clear and persistent calls for the “annihilation” of Israel and for “Israel to be wiped off the map.”

Whereas these public and direct genocidal incitements also violate the prohibition in Article 25(3)(e) of the Statute for an International Criminal Court against the public and direct incitement to Genocide.

Whereas these public and direct genocidal incitements are accompanied by Iran’s intent to acquire nuclear weapons, in violation of United Nations Security Council Resolutions.

Whereas State Parties to the Genocide Convention have a responsibility to enforce the obligations under the Convention to prevent the direct and public incitement to commit Genocide.

Therefore, it is recommended that:

1. Canada, as a State Party to the Genocide Convention, call upon the competent organs of the United Nations to take such action under the Charter of the United Nations as they consider appropriate for the prevention and suppression of the public and direct incitement to commit genocide by senior Iranian government officials as set forth under Article Three (c) of the Genocide Convention;

2. Canada call upon the United Nations Security Council to refer the situation of the genocidal incitement by senior government Iranian officials to the Special Prosecutor of the International Criminal Court in order to determine the basis of an investigation and prosecution.

It was agreed, — That the following witnesses: Ed Broadbent and professor John Kirk, Dalhousie University, be invited to appear on May 15, 2007, in relation to the study on human rights in Cuba.
