The Standing Committee on Natural Resources met in camera at 3:40 p.m. this day, in Room 209, West Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Mike Allen, Catherine Bell, Claude DeBellefeuille, Jacques Gourde, Richard Harris, Mark Holland, Christian Ouellet, Lee Richardson, Todd Norman Russell, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

Associate Members present: Dennis Bevington.

 

Other Members present: Hon. Ken Dryden.

 

In attendance: Library of Parliament: Fréderic Beauregard-Tellier, Analyst; Jean-Luc Bourdages, Analyst. Standing Committee on Natural Resources: Diane Deschamps, Clerk of the Committee.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 28, 2006, the Committee resumed its study of The Oil Sands.
 

It was agreed, — That the Committee append to its report dissenting and/or complementary opinions in the name of Mr. Mike Allen, representing Conservative members, Ms. Catherine Bell, from the NDP, and Madame Claude DeBellefeuille, from the Bloc Québécois, provided that they are no more than six pages in length, and submitted electronically, in both official languages, to the Clerk of the Committee no later than 5:00 p.m. on March 22, 2007.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Committee report to the House of Commons, the potential breach of privilege resulting from the release of information to The Canadian Press contained in the confidential draft report entitled “The Oil Sands: Toward Sustainable Development”, prior to its presentation to the House.

 

It was agreed, — That the report be entitled: “The Oil Sands: Toward Sustainable Development”.

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

At 5:00 p.m., the Committee adjourned to the call of the Chair.
