The Standing Committee on Natural Resources met at 3:48 p.m. this day, in Room 371, West Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Mike Allen, Catherine Bell, Hon. Roy Cullen, Claude DeBellefeuille, Richard Harris, Christian Ouellet, Christian Paradis, Lee Richardson, Todd Norman Russell, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

Associate Members present: Dennis Bevington.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst.

 

Witnesses: ICON Group: Stephen Kaufman, Suncor; Wishart Robson, Nexen Inc.. BIOCAP Canada Foundation: David Layzell, Chief Executive Officer and Research Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 28, 2006, the Committee resumed its study of The Oil Sands.
 

Stephen Kaufman and David Layzell made statements and, with the other witness, answered questions.

 

At 5:06 p.m., the sitting was suspended.

At 5:08 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Alan Tonks moved, — That the Committee recognize the valuable role of the BIOCAP Canada Foundation and its partners in creating innovative programs, cooperation and research networks to move Canada toward developing its bioeconomy; and that the Committee respectfully encourages the Government of Canada to provide immediate short term funding to the BIOCAP Canada Foundation in order that it be able to meet its commitments to Canadian university research..

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

The Committee proceeded to the consideration of the proposed report outline and areas of recommendations.

 

At 5:40 p.m., the Committee adjourned to the call of the Chair.
