The Standing Committee on Natural Resources met at 3:33 p.m. this day, in Room 371, West Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Mike Allen, Catherine Bell, Hon. Roy Cullen, Claude DeBellefeuille, Richard Harris, Christian Ouellet, Christian Paradis, Lee Richardson, Todd Norman Russell, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

Acting Members present: Scott Reid for Mike Allen.

 

Associate Members present: Dennis Bevington.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst.

 

Witnesses: National Energy Board: Jim Donihee, Chief Operating Officer; Bill Wall, Technical Specialist, Oil; Barry F. Lynch, Technical Leader, Oil. Canadian Energy Research Institute: Marwan Masri, Vice-President, Research; George Eynon, Vice-President, Business Development & External Relations.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 28, 2006, the Committee commenced its study of The Oil Sands.
 

By unanimous consent, the Committee reverted to the motions in the name of Roy Cullen.

 

Roy Cullen moved, — That the Committee regrets that the Government rejected the advice of departmental officials to continue and renew the EnerGuide for Houses program; and

That the Committee calls upon the Minister of Natural Resources immediately to reinstate this program; and that this motion be reported to the House.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Catherine Bell, Roy Cullen, Claude DeBellefeuille, Christian Ouellet, Todd Norman Russell, Lloyd St. Amand, Alan Tonks — 7; NAYS: Richard Harris, Christian Paradis, Bradley R. Trost — 3.

 

Roy Cullen moved, — That the Committee recognize that the freezing of the Wind Power Production Incentive program has thrown the industry into disarray and put at risk jobs and future investment; and

That the Committee calls upon the Minister of Natural Resources immediately to reinstate full funding for the Wind Power Production Incentive program; and that this motion be reported to the House..

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Catherine Bell, Roy Cullen, Claude DeBellefeuille, Christian Ouellet, Todd Norman Russell, Lloyd St. Amand, Alan Tonks — 7; NAYS: Richard Harris, Christian Paradis, Bradley R. Trost — 3.

 

Jim Donihee and Marwan Masri made opening statements and, with the other witnesses, answered questions.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
